Legislature wraps up historic session with sweeping, revolutionary policy overhaul
VOV.VN - After more than a month of sitting, the National Assembly concluded its ninth session in Hanoi on June 27, approving landmark decisions, laws and resolutions hailed as revolutionary.

This session marked the largest legislative workload in the history of the National Assembly, with numerous critical and historic issues that received close attention and strong support from voters and citizens across the country.
At this session, the National Assembly passed 34 laws, accounting for 52% of the total laws adopted during the entire term, and 14 legal resolutions, alongside reviewing six draft laws. Notably, it approved a Resolution on amendments and supplements to several articles of the 2013 Constitution, laying a solid legal foundation for reorganising the two-tier local government structure.
In his closing remarks, National Assembly Chairman Tran Thanh Man emphasised that the laws and resolutions passed at this session are revolutionary in nature, laying the groundwork for fundamental institutional reforms and setting the direction for Vietnam’s next phase of development. The breadth and depth of the agenda reflected the legislature’s intensified focus on institutional reform, socio-economic development, and long-term national priorities.
Among other key highlights, the National Assembly reviewed government reports on the 2024 socio-economic, defence-security, and state budget performance and early 2025 results. It approved a resolution to shorten the term of the current 15th national legislature and local People’s Councils (2021–2026). It at the same time established the National Election Council, electing and approving key leadership positions in preparation for general elections on March 15, 2026.
The National Assembly adopted the 2026 legislative oversight programme and conducted the question time grilling Government ministers about finance and education–training issues. It also carried out personnel work in accordance with Party regulations and legal provisions.

National Assembly Chairman Man stressed that the session’s outcomes reflect the effectiveness of legislative mindset reform, close inter-agency coordination, and the united efforts of the entire political system. He noted that the success of the session also served as a practical test of officials’ competence and commitment under real working conditions.
Looking ahead, the top legislator urged the Government, ministries, sectors, and localities to swiftly and effectively implement the laws and resolutions passed by the National Assembly, especially the policies on merging provincial and communal administrative units and officially operating the two-tier local government model starting July 1.
The chairman urged voters and citizens to remain actively involved by monitoring, offering feedback, and contributing ideas to help ensure the National Assembly’s policies are implemented effectively and sustainably. He maintained that such civic engagement is vital to advancing key national objectives, including socio-economic growth, national defence and security, political system reforms, the promotion of thrift, and anti-corruption initiatives.
These efforts, he noted, will help lay a strong foundation for celebrating the 80th anniversary of the August Revolution and National Day (September 2), while also preparing for the 14th National Party Congress and the 2026 general elections for the 16th National Assembly and People’s Councils at all levels.
