Heavy workload for coming National Assembly session
VOV.VN - The National Assembly of Vietnam will amend and supplement certain provisions of the 2013 Constitution and pass a resolution on the merger of provincial-level administrative units before June 30, 2025.

This directive was emphasized in a dispatch recently issued by the Central Steering Committee regarding the review of Resolution No. 18-NQ/TW of the 12th Party Central Committee in 2017, which focuses on streamlining and enhancing the efficiency of the political system.
According to the dispatch, the Party Committee of the National Assembly will coordinate with the Party Committee of the Government, the Party Central Committee’s Organization Commission, and relevant agencies to gather feedback and finalize the proposal on Constitutional and legal amendments, as well as a report on institutional reforms to be submitted to the Politburo by March 25, 2025 and to the Party Central Committee before April 1, 2025.
The Party Committee of the Government will work alongside the Party Central Committee’s Organization Commission to gather input from localities and relevant agencies to finalize a proposal on the reorganization of administrative units at all levels under the two-tier local government model for submission to the Politburo and the Party Central Committee by March 25, 2025.
The 11th Plenum of the Party Central Committee is scheduled to take place in April 2025 that will adopt relevant resolutions and conclusions. The National Assembly will then amend and supplement certain provisions of the 2013 Constitution, to ensure that this task is completed before June 30, 2025.
In addition, within its jurisdiction the Standing Committee of the National Assembly will pass a resolution on reorganizing commune-level administrative units, to be completed before June 30, 2025.
The National Assembly will pass a resolution on the merger of provincial-level administrative units, including the restructuring of People’s Councils and Provincial People’s Committees, also to be completed before June 30, 2025.
The legislature will review and approve various laws and resolutions to support the amendments to the 2013 Constitution, continue administrative unit restructuring, and establish a two-tier local government model. It is expected to pass 11 laws and discuss 16 others already on the agenda.
At the recently session of the National Assembly Standing Committee, top legislator Tran Thanh Man announced that the coming sitting of the National Assembly is expected to convene in early May, immediately after the April 30 - May 1 holiday period. He emphasized the enormous workload, particularly the dissolution of district-level administrative units and the merger of provinces, which will be a highly complex task.
Man also revealed that the National Assembly Standing Committee will hold an additional session at the end of March to review preparations for the mid-year sitting of legislature in May and other key issues. He urged stronger coordination between the National Assembly, the Government, ministries, and sectors to ensure proactive, scientific, and high-quality preparations for the legislative session.
Minister of Home Affairs Pham Thi Thanh Tra earlier underscored the significance and urgency of merging provincial and commune-level administrative units and establishing a two-tier local government structure. Accordingly, commune-level administrative unit restructuring will be completed by June 30, to enable the new organizational structure to be operational by July 1, 2025.
Provincial-level administrative unit mergers will be finalized before August 30, to allow the new structure to take effect on September 1, 2025.
