Grassroots-level security and order protection forces debut in Vietnam

The forces, that were formed by combining forces in charge of protection of residential areas, part-time commune police, and civil defense, also made their debut appearance in localities across the country.

They will assist local police in inquiring into the security and order situation; all-people – based protection of security and order; fire prevention and control, search and rescue; administrative management of social order; persuading and educating lawbreakers in locality; patrolling to ensure security and traffic safety; and engaging in the task of protecting security and order when mobilized.

They will be equipped with costumes, badges, signs, vehicles, and necessary tools to perform their tasks.

The inauguration of the forces coincides with the enforcement of the Law on Forces Participating in the Protection of Security and Order at the Grassroots Level.

Addressing the ceremony, President To Lam noted that the law that was approved by the National Assembly late last year meets practical requirements in ensuring security and order at the grassroots level. He expected that the forces will would become an extended arm of the People’s Public Security force in ensuring security and order, helping to promptly handle related cases and nip in the bud serious cases.

To bring into full play their role and position, the President asked local authorities to create favourable conditions, including policies, equipment and training, for the forces to accomplish their task. He stressed the need to promptly handle sensitive issues which are often used by hostile forces to incite and cause instability.

He also reminded localities to replicate exemplary role models and reward groups and individuals with outstanding achievements in performing tasks and participating in the fight against crime and maintaining security and order in the locality.
