Gov’t moves to finalise Politburo resolutions on healthcare, education reform
VOV.VN - The Party Committee of the Government on August 11 convened a meeting to give opinions and finalise two new draft Politburo resolutions on enhancing public health care and developing a modern national education and training system.

At the meeting, delegates discussed a draft resolution on public health care to meet the country’s development requirements in the new era, penned by the Ministry of Health, and a draft resolution on a modern national education and training system, compiled by the Ministry of Education and Training.
Prime Minister Pham Minh Chinh, who is also Secretary of the Party Committee of the Government, highly appreciated the efforts of the drafting agencies, requesting further review, research, and full incorporation of the directions from the Politburo, the Secretariat, General Secretary To Lam, and members of the Standing Board of the Party Committee of the Government.
He emphasised that the submission and issuance of these resolutions must be placed within the overall framework of the Politburo’s “pillar” resolutions, ensuring consistency with general mechanisms and policies while introducing specific, tailored solutions for each sector.
For the draft healthcare resolution, the Prime Minister said that it should concretise Resolution 20-NQ/TW dated October 25, 2017 by shifting from passive treatment to proactive health care and protection before illness occurs. He noted that, drawing on lessons from COVID-19 prevention and control as well as international experience, the resolution needs to set out clear breakthroughs in preventive medicine and grassroots-level healthcare, healthcare human resources, the organisation of the healthcare system, the improvement of medical ethics and public physical fitness, the building of a health database and the implementation of electronic health records, as well as the achievement of universal health insurance coverage.
He noted that it is necessary to review, train, and prepare human resources based on concrete data; calculate funding sources; propose public–private partnership mechanisms; and ensure effective implementation in line with the functions and responsibilities of each level and sector.
Regarding the draft education and training resolution, the Prime Minister stressed the need to further concretise the directions of the Party Central Committee, the Politburo, and the Secretariat; identify breakthroughs to address shortcomings; and serve the national development goals toward 2030 and the 2045 vision.
Key priorities include improving institutions to mobilise resources; ensuring sufficient teachers in both quantity and quality; training learners to become global citizens; setting facility standards that meet minimum requirements, aiming toward modernisation, with priority given to remote, border, and island areas. In addition, it’s important to establish scholarship funds, reform smart management systems, strengthen post-inspection, strictly control output quality, and create breakthroughs in university governance.
The meeting reached high consensus on the orientations and solutions, to ensure that the two resolutions, once issued, will create strong breakthroughs, improve public healthcare quality, and advance education and training, thereby meeting the requirements for rapid and sustainable national development in the new era.
