First leaders appointed to Truong Sa Special Administrative Region
VOV.VN - The People’s Council of Khanh Hoa province, central Vietnam, has just passed a resolution appointing the first leaders of the People’s Committee of the Truong Sa Special Administrative Region for the 2021–2026 term.

According to the resolution, the Standing Committee of the provincial People’s Council resolved to appoint Pham Thanh Liem, Deputy Commander of Brigade 146, Naval Region 4 as Chairman of the People’s Committee of the Truong Sa Special Administrative Region for the 2021–2026 term.
Can Ngoc Son, Commander of Truong Sa Island, Brigade 146, Naval Region 4, was appointed Vice Chairman of the Special Administrative Region’s People’s Committee.
The People’s Council tasked the Chairman of the Truong Sa Special Administrative Region People’s Committee, the Chief of the Office of the People’s Council and People’s Committee of the Special Administrative Region, and relevant agencies and appointees to implement the resolution, starting July 24, 2025.
These appointments were made in accordance with the Constitution, the Law on Organisation of Local Government No. 72/2025/QH15, and the resolution of the National Assembly Standing Committee on the rearrangement of commune-level administrative units in Khanh Hoa province in 2025.
They also followed the Standing Committee’s guidance on certain matters regarding the organisation and operation of provincial- and commune-level People’s Councils for the 2021–2026 term after the 2025 administrative reorganisation, as well as the conclusions of the Standing Board of the Khanh Hoa Provincial Party Committee.
The Truong Sa Special Administrative Region, formerly Truong Sa District, belongs to Khanh Hoa province in Vietnam’s south-central coastal region. It encompasses more than 100 islands and reefs of the Truong Sa (Spratly) Archipelago. On June 16, 2025, under Resolution No. 1667/NQ of the National Assembly Standing Committee, the district was upgraded to a Special Administrative Region, alongside 12 others nationwide such as Co To and Van Don (Quang Ninh); Cat Hai and Bach Long Vi (Hai Phong); Con Co (Quang Tri); Ly Son (Quang Ngai); Hoang Sa (Da Nang); Truong Sa (Khanh Hoa); Phu Quy (Lam Dong); Con Dao (Ho Chi Minh City); and Phu Quoc, Kien Hai, and Tho Chu (An Giang).
The Truong Sa Special Administrative Region is not only a symbol of national sovereignty in the East Sea, but also a place where both military and civilians live, work, and safeguard the Fatherland. The upgrade from district to special administrative region demonstrates Vietnam’s determination to comprehensively manage and develop the area, while creating a flexible and effective administrative mechanism for socio-economic growth, security, and national defence in this strategically important maritime region.
