Bottlenecks must be resolved now to drive development, says Party leader
VOV.VN - Party General Secretary To Lam has called for the immediate and thorough resolution of identified institutional and legal bottlenecks to remove obstacles, unlock development resources, and serve the goal of breakthrough economic growth.

Addressing a thematic session of the Central Steering Committee for Institutional and Legal Reform in Hanoi on August 5, Party leader Lam commended the Party Committees of the Government, relevant ministries, and sectors for completing a large and complex volume of work in a short period of time, while proposing concrete solutions to legal and regulatory obstacles.
Accordingly, the Government, ministries and sectors have worked out an orientation framework for mobilising financial resources for economic development; proposed amendments to the Land Law; developing strategies for preventing and resolving international investment disputes; devising the project titled “Completing the Structure of Vietnam’s Legal System to Meet the Requirements of National Development in the New Era.”
“The bottlenecks that have already been identified must be addressed immediately and thoroughly so that they no longer hinder development or delay the mobilization of resources,” he said.
He urged the Party Committees of the National Assembly and Government to add necessary legislative projects to the 2025 lawmaking programme, to be submitted for approval at the coming year-end session of the National Assembly, in order to resolve pressing legal issues promptly.
He also requested the Party Committee of the Government to continue reviewing and finalising the identification of obstacles, ensuring precise and effective legal solutions. Accountability must be clearly assigned, and the heads of ministries and agencies must take full responsibility for the quality of legal documents under their jurisdiction, from drafting to appraisal and adoption.
Regarding finance, General Secretary Lam supported the policy framework proposed by the Party Committee of the Ministry of Finance and urged them to continue developing specific proposals, particularly in urgently amending, supplementing, and issuing new legal documents. The goal is to establish a unified, feasible legal framework grounded in market principles while ensuring the State's guiding, supervisory, and enabling role in efficiently mobilising all resources and driving double-digit economic growth from 2026 to 2030.
With regard to land issues, a major current bottleneck, the leader requested that the Government Party Committee direct the Ministry of Agriculture and Environment to work closely with relevant agencies to comprehensively review and assess the difficulties and legal entanglements, in order to propose holistic and fundamental policy solutions, including major orientations for amending the Land Law and related legislation.
As for the draft outline of the project “Completing the Structure of Vietnam’s Legal System in the New Era,” the Party leader instructed the Ministry of Justice to urgently finalise and implement the project. He stressed the need to mobilise sufficient resources, adopt suitable approaches, and work closely with central agencies and National Assembly committees while also engaging leading experts, legal scholars, and committed lawyers. The outcome of the project should serve as the foundation for developing a National Strategy on Legal System Reform in the New Era.
General Secretary Lam also stressed the need to strictly implement the Politburo’s instructions in Resolution No. 66, which defines legal and institutional reform as a central, continuous, and regular task of all central ministries and agencies. He held that the heads of ministries and ministerial-level agencies must directly lead and be held accountable for the quality of legal policies in their areas of responsibility.
