Bac Ninh urged to build modern city with Kinh Bac identity
VOV.VN - Bac Ninh has been told to pursue a long-term development vision and build a green, smart and modern city that preserves the cultural identity of Kinh Bac, while strengthening technological capacity, domestic businesses and people’s quality of life.
General Secretary of the Communist Party of Vietnam Central Committee and President To Lam made the statement at a ceremony on September 19 to announce the National Assembly’s resolution on the establishment of Bac Ninh City and present the First-Class Labour Order to the Party organisation, authorities and people of the city.
Speaking at the ceremony, the top leader stressed that the establishment of Bac Ninh City opens a new chapter of development, bringing a larger development space and new advantages, and at the same time requiring the locality to inherit and promote the values built up by generations.
Bac Ninh is part of the historic Kinh Bac region, known for its rich cultural heritage, historical depth and revolutionary traditions. The locality has also developed strong foundations in industry, infrastructure, human resources and investment attraction. These foundations need to be transformed into a development model suited to the new stage.
Setting a long-term vision for a new development space
General Secretary and State President To Lam urged the Party organisation and authorities of Bac Ninh City to establish a long-term vision, clearly define the city’s role over the next 20-30 years, and chart a development path based on its strengths in industry, culture, people and regional connectivity.
Bac Ninh should work towards a modern city with a strong cultural identity, creating a balance among industry, services, ecology and quality of life.
The development vision, he stressed, should go beyond broad orientations and be translated into planning, action programmes, timelines and clearly defined responsibilities.
Another priority is to strengthen the local economic base, gradually master technology and raise the position of Vietnamese enterprises in value chains.
Bac Ninh needs to continue attracting investment selectively, with a focus on attracting and absorbing technology, knowledge and management expertise; promoting supporting industries; connecting domestic enterprises with foreign-invested businesses; and bringing Vietnamese enterprises into higher-value segments, he said.
Development should therefore be measured not only by the scale of investment attraction, but also by the locality’s technological capacity, the growth of domestic enterprises and the increasing share of added value generated and retained locally.
Alongside industrial development, Bac Ninh should reorganise its development space towards a green, smart, modern and liveable urban model, with the city planned as an integrated whole that harmoniously connects industry, urban areas, services, agriculture, ecology and culture.
Development must go hand in hand with quality of life
Alongside economic and urban development, the top leader placed a strong emphasis on quality of life and the city’s capacity to serve its people.
The city’s administrative apparatus should be unified, scientific, streamlined, people-oriented and responsive to their needs. Officials should have strategic thinking, modern governance capabilities, the courage to act and strong implementation skills. Work results and the satisfaction of people and businesses should be important measures of performance.
The leader also called for tasks to have clearly defined personnel, responsibilities, deadlines, resources and outcomes, with emerging issues addressed proactively.
Under this approach, the new development space can become a new source of strength only when the administrative apparatus shares a common purpose and different areas work towards common development goals.
In particular, the top leader reminded, Bac Ninh’s development must go hand in hand with improved welfare and social security. He called for greater attention to education, healthcare, housing and essential services, particularly for workers and people in disadvantaged areas. He also urged the expansion of social protection, greater support for vulnerable groups and balanced development between urban and rural areas.
We must resolutely refuse to sacrifice people’s health, the environment and the future of generations for short-term growth, he stressed.
Preserving Kinh Bac heritage in a new urban landscape
In outlining the new development path, Party General Secretary and State President To Lam placed culture alongside industry, technology and urban development.
He said today’s generation has a responsibility to ensure that the historical, cultural and traditional values of Kinh Bac continue to flourish in the new era. Bac Ninh’s development should therefore preserve its cultural identity while creating a modern, high-quality living environment.
Bac Ninh City is established on the basis of the entire natural area and population of Bac Ninh province under Resolution No. 39/2026/QH16 adopted by the National Assembly in August 2026, opening up a new development space for the locality.
In his address, Secretary of the Bac Ninh Party Committee Nguyen Hong Thai said the establishment of the city marks the starting point of a new development phase, with the goal of building Bac Ninh into a green, smart, modern, civilised and prosperous city that preserves the distinctive cultural identity of Kinh Bac.
Building on foundations created by generations, Bac Ninh now faces the task of turning its industrial, human and cultural advantages into tangible development capacity, so that its new development space can become a genuine new driving force and the benefits of development can be reflected in people’s quality of life.
