Vietnamese PM emphasises strategic role of AI at international forum in Malaysia
VOV.VN - The development of artificial intelligence (AI) is not only an inevitable requirement but also a top strategic priority for socio-economic growth, said Vietnamese Prime Minister Pham Minh Chinh during discussions on AI held in Kuala Lumpur, Malaysia, on May 28.

According to the Prime Minister, AI has deeply penetrated all aspects of life, from communication to business production, contributing to rapid and sustainable development. Vietnam recognises ASEAN as a dynamic region with a large market, diverse cultures, and affordable labour, while the Gulf Cooperation Council (GCC) has abundant financial resources and advanced technology.
Therefore, cooperation between these two regions can effectively complement each other, especially in AI, he said, adding that to connect the two regions, businesses and people are at the centre of AI development and economic integration, while the government’s role is to create enabling policies and smart, modern, and harmonious institutional frameworks to foster comprehensive development.
Regarding the challenges and risks posed by AI, the Prime Minister frankly stated that AI has both positive and negative aspects, and the crux of the matter is to maximise its benefits and at the same time to minimise adverse effects. To this end, he encouraged countries to develop AI in a safe, transparent, and controlled manner, to ensure it serves humanity without replacing or dominating humans.
The Prime Minister also stressed the importance of international cooperation by upholding multilateralism and ensuring equal access, technical and financial support for developing countries to promote inclusive and sustainable AI development, toward the goal of leaving no one behind.
He proposed cooperation and support in building a harmonised institutional framework that both encourages the development of AI and enables effective control of its negative impacts. He also called for the development of essential AI infrastructure for electricity, data, and other necessary systems; the training of high-quality human resources who are ethical and humane in their practices; preferential financial resources from wealthy economies for poorer and less developed countries; as well as the transfer of advanced technology and smart governance.

Pointing to the reality that countries possessing advanced technologies still impose restrictions on technology transfer, the Vietnamese leader emphasised that self-reliance requires development.
“If Vietnam receives technology transfers, it will develop faster. But even if there is no transfer, we must still develop. We have to explore on our own, the more pressure, the greater the effort, creating motivation for progress,” he shared.
Following remarks from the Malaysian Prime Minister on AI cooperation between ASEAN, the GCC, and China, the Vietnamese PM stated that the three partners can complement and support one another by leveraging their distinct potential, standout opportunities, and competitive advantages, to develop together, win together, and enjoy shared achievements.
The discussions themed The Intelligence Grid: Building Bridges Through Sovereign AI Collaboration were part of ASEAN – GCC economic forum held on the sidelines of the 46th ASEAN Summit and related meetings in Malaysia.
