Vietnam, Russia enhance parliamentary cooperation

National Assembly Vice Chairman Le Minh Hoan and First Vice Chairman of the State Duma of Russia Ivan Melnikov had talks in Moscow on May 27, reaffirming the crucial role of parliamentary cooperation in consolidating, maintaining, and deepening the Vietnam – Russia Comprehensive Strategic Partnership.

Hoan, who is on a working visit to Russia, once again congratulated the country on its successful hosting of the 11th Nevsky International Ecological Congress, which gathered delegates from 76 countries and 17 international organisations, highlighting Russia’s important leadership role in addressing global environmental challenges.

The Vietnamese Party, State, and people always remember the invaluable support and assistance provided by the former Soviet Union and present-day Russia throughout Vietnam’s past national safeguarding struggle and its ongoing national construction process, he said, affirming that Vietnam always attaches importance to ties with Russia and traditional partners under its consistent foreign policy of independence, self-reliance, and diversification and multilateralisation of external relations.

Melnhikov, for his part, stressed that 2025 marks the 75th anniversary of diplomatic ties, with a series of celebrations planned.

Both sides acknowledged major progress in Vietnam – Russia cooperation, particularly since President Vladimir Putin’s state visit to Vietnam in June 2024 and Party General Secretary To Lam’s official visit to Russia in May 2025. Ministries, agencies, and localities from both countries are actively working to realise the outcomes of these high-level exchanges to further develop the relationship in line with its full potential and shared aspirations.

They agreed to facilitate the exchange of all-level parliamentary delegations, especially those at high level, refine the legal framework, and offer all possible support to investors and businesses from both countries to expand market opportunities.

Host and guest pledged to work closely together to ensure the success of the 4th Inter-Parliamentary Cooperation Committee meeting in 2025, helping realise the shared vision of their top leaders.

On the occasion, Melnikov extended an invitation to Hoan and the Vietnamese parliamentary delegation to attend a plenary session of the State Duma of the Federal Assembly of Russia.

Earlier the same day, Hoan and his entourage visited the National University of Science and Technology MISiS in Moscow, one of Russia’s and the world’s leading research and academic institutions that hosts over 50 Vietnamese students and postgraduates.

In his remarks, Hoan described education – training and science – technology as strategic cooperation areas of the Vietnam – Russia partnership. He expressed Vietnam’s strong desire to boost joint work in scientific research, especially in such cutting-edge fields as artificial intelligence (AI), high technology, and quantum technology to advance sustainable development in each country.

Vietnam pursues the policy of expanding educational ties with the countries boasting advanced academic systems, with Russia holding a special position on the back of its decades of trust and close collaboration with Vietnam, he said.

Vice Rector for Academic Affairs at the National University of Science and Technology MISiS Andrey Voronin expressed eagerness to deepen cooperation with Vietnamese universities and educational establishments, and voiced readiness to create favourable conditions for Vietnamese students, contributing to their academic success and Vietnam’s national development.

In response, Hoan expressed the readiness to foster collaboration not only between educational establishments but also between the Russian side and Vietnamese private enterprises.

The Vice Chairman also engaged in a dialogue with Vietnamese students and postgraduates studying at the university.
