Vietnam and RoK deepen comprehensive strategic partnership
VOV.VN - Party General Secretary To Lam received the Republic of Korea (RoK)’s National Assembly Speaker Woo Won-shik in Hanoi on November 21, reaffirming the two countries’ shared determination to elevate their Comprehensive Strategic Partnership to new heights.
General Secretary Lam welcomed the RoK Speaker’s visit, stressing its significance in strengthening legislative cooperation and creating a solid legal foundation for a stable, comprehensive and sustainable partnership between Vietnam and the RoK.
Reflecting on his State visit to the RoK in August 2025, the General Secretary expressed strong impressions of the country’s development achievements and emphasised that the two countries share strategic interests and long-standing cooperation to shape a new strategic vision for joint development.
Vietnam and the RoK should continue to be close friends and trusted, long-term partners, accompanying each other on the path of realising their national development aspirations, affirmed the Party leader.
For his part, Speaker Woo congratulated Vietnam on its recent socio-economic progress and expressed confidence that, under the leadership of the Communist Party of Vietnam headed by General Secretary To Lam, Vietnam would achieve its 2045 goal of becoming a high-income developed economy. He also reaffirmed that the RoK would accompany Vietnam in this journey.
The General Secretary welcomed the successful talks earlier between the top legislators of the two countries. He encouraged the two legislatures to continue deepening cooperation, enhancing economic linkages, promoting parliamentary cooperation, and contributing to political trust between the two peoples.
He stressed the need to expand exchanges at all levels and strengthen discussions on bilateral, regional, and global issues, thereby enriching the Comprehensive Strategic Partnership.
A key highlight of the meeting was the commitment to boosting economic cooperation. General Secretary Lam urged the RoK to support Vietnamese enterprises in taking part more deeply in global supply chains, helping the two countries achieve the target of US$150 billion in bilateral trade by 2030 in a balanced and sustainable manner.
He also called for cooperation in science–technology, innovation, and digital transformation to become a new pillar of bilateral ties, with priorities including artificial intelligence (AI), next-generation networks, data centres, and the establishment of legal and institutional frameworks for the digital era.
The General Secretary proposed expanding people-to-people ties, creating favourable conditions for the Vietnamese community in the RoK, supporting Vietnamese-origin lawmakers serving in the RoK National Assembly, and simplifying visa procedures toward eventual visa exemption for Vietnamese citizens.
Speaker Woo highlighted the remarkable growth of bilateral relations since 1992, with two-way trade increasing 170-fold, and people-to-people exchanges expanding 2,500-fold, reaching five million mutual visits in 2024, especially after the two countries upgraded ties to a Comprehensive Strategic Partnership.
He suggested bolstering cooperation in national defence, combating transnational crime, particularly high-tech cyber fraud, and resolving difficulties faced by Korean businesses operating in Vietnam. He urged further support to facilitate Korean investment in Vietnam’s strategic projects.
Agreeing with the General Secretary’s proposals, Speaker Woo affirmed that the RoK places great importance on its Comprehensive Strategic Partnership with Vietnam within its regional foreign policy. He pledged the RoK’s full support for Vietnam’s successful hosting of the APEC Summit in 2027.
