Three cooperation orientations proposed at 12th BRICS Parliamentary Forum
VOV.VN - Vietnamese National Assembly (NA) deputy Thai Quynh Mai Dung has proposed three cooperation orientations at the 12th BRICS Parliamentary Forum in India, highlighting the need to reform parliamentary activities and enhance the role of parliamentary diplomacy.
The two-day forum opened in New Delhi on October 26 (local time), aiming to step up dialogue, promote international cooperation, and elevate the role of parliaments in tackling global challenges.
Dung’s attendance marked the first time the Vietnamese NA has participated in the event as a representative of a BRICS partner country.
Host India, which holds the BRICS Chairmanship for 2026, organised the forum under the theme "Fostering Parliaments for People-Centric Development , with the participation of parliamentary delegations from 11 member states and 10 BRICS partner nations.
At the opening ceremony, Speaker of the Lok Sabha (Lower House of India) Om Birla stressed the role of parliaments in enhancing mutual trust, boosting dialogue, and cooperation to resolve global issues. He called on parliaments to deepen cooperation to support peace and sustainable development, while turning commitments into practical benefits for the people.
Birla noted that the joint declaration adopted by BRICS leaders at their summit in India last September marked a major milestone. However, he emphasized that the true success of BRICS hinges on turning commitments into concrete policies that yield long-term benefits, with parliaments contributing through lawmaking, budget allocation, supervision, and accountability.
Addressing a discussion session on "The Key Role of Parliaments in Enhancing Institutional Resilience for a Better Future", Dung underscored that institutional resilience serves as the foundation for national strength and sustainable development.
She outlined Vietnam’s three proposed cooperation orientations: focusing on sharing legislative experience and building future-oriented institutions; modernising parliamentary operations to be professional, practical, and closer to the people; and enhancing the role of parliamentary diplomacy in reinforcing fair and equitable global governance.
The Vietnamese lawmaker called on parliaments to work closely together in supporting multilateralism and the rule of international law, thereby helping create a peaceful, stable, and favourable environment for economic recovery and growth.
She reaffirmed that the Vietnamese NA is committed to being a reliable and responsible partner, ready to join hands with BRICS parliaments and the international community to build a world of peace, cooperation, and prosperous development.
