In addition to deciding on an organizational structure and voting and ratifying new NA, State and Government leaders, the first session of the 13th NA adopted the 2009 State budget balance, the report on socio-economic development and the State budget for the first half of 2011, as well as designing tasks and determining key measures for the second half of the year. The session also passed a plan to adjust and amend the 1992 Institution, the report on the East Sea situation, and other important issues.
The session created many significant repercussions for NA deputies and voters, particularly related to simplifying ritual ceremonies. Participants at the session were impressed when the 12th NA Chairman Nguyen Phu Trong made the opening speech right after the salute to the flag and chaired the session with no introduction. The following sessions were also conducted in such a manner but still maintained the solemnity of the NA.
During the 13th NA's first session, the spirit of democracy and a high sense of responsibility were highly appreciated. The NA’s decision to not elect an additional member of the NA Standing Committee, even though it still lacks one member, shows progress in the practice of democracy within the nation’s top legislative body.

The brief conclusion by Chairman Hung also indicates his awareness of his great honour and heavy responsibilities. The new NA Chairman and the NA Standing Committee will inherit the achievements and experiences of previous NA tenures to help them successfully perform their duties in the top legislative body. Members of the NA Standing Committee will strive to nurture their revolutionary ethics, improve their lifestyles, increase their professional skills, fight corruption and wastefulness, practice thrift, listen to the people’s opinions, and become deserving representatives of the aspirations and will of the people.
Voters across the country hope the 13th NA and its deputies are aware of their rights and responsibilities and use the past 65 years of the Vietnamese NA's achievements to fulfill the assigned tasks for their term. By doing this, Vietnam can become a nation with social management implemented through laws and the moral examples set by officials and State employees, thereby earning the people’s trust and encouraging them to listen and follow their examples.
