In his opening speech, Mr Manh said immediately after the end of the 14^th congress, the Political Bureau directed all sectors and ministries to finalise the preparations for the 11^th National Party Congress. It also asked the relevant agencies to revamp and perfect the documents for the Party Congress and the Personnel Sub-Committee to complete a personnel plan for alternate members of the 11^th CPV Central Committee.

It also requested the Organizational Board to examine for the last time all the preparations to ensure all goes as planned.

At the 15^th congress, the Political Bureau asked the Party Central Committee to introduce and supplement alternate members to the 11^th CPV Central Committee and prepare personnel for the Presidium and Secretariat and the Appraisal Committee of the 11^th Party Congress.

In addition, the Political Bureau also asked the Party Central Committee to consider a report on the personnel plan of the 11^th CPV Party Committee and a review report of the 10^th CPV Party Committee for submission to the 11^th National Party Congress.

Mr Manh stressed that the 15^th congress is the last one of the 10^th CPV Party Central Committee, so all members of the CPV Party Committee need to strengthen their sense of responsibility, promote democracy and make important decisions to ensure the success of this Party congress.
