The drafting of amendments to the 1992 Constitution needs to gather opinions from managers and scientists as well as people from all walks of life.

National Assembly Chairman Nguyen Sinh Hung made the requirement at the first meeting of the Editorial Board on drafting amendments to the 1992 Constitution that met in Hanoi on September 7.

The drafting, which involves a big volume of work and strict requirements, demands a high sense of responsibility and scientific working methods of the board and concerned units, Mr. Hung noted.

The amendments stick to and inherit the Platform on national construction in the period of transition to socialism and other documents of the 11th Party Congress and the results of the 20-year renewal process, he said.

The NA Chairman also proposed that the amendments should be based on the review of the implementation of the 1946 Constitution and constitutions through periods, while keeping abreast of the national situation in the new revolutionary stage in the spirit of “a strong nation with wealthy people and an equitable, democratic and civilised society.”

According to Dr. Phan Trung Ly, a member of the committee on drafting amendments to the 1992 Constitution and Head of the Editorial Board, a report on the implementation of the 1992 Constitution and contents that need to be revised will be submitted to the Party Central Committee in April 2012 and the first draft is expected to be submitted to the National Assembly for discussion in October 2012.

The draft constitutional amendments will be made public for comments in early 2013 before being submitted to the National Assembly for approval in October or November of the same year.
