This was stated by Joseph Kitichi Kouamba, Minister and Diplomatic Advisor to the President of the Central African Republic, while meeting Minister of National Defence Phung Quang Thanh, on the sidelines of the second Vietnam-Africa International Seminar.

At the meeting, Thanh gave a briefing on how effectively the armed forces have engaged in the process of national modernization and industrialization.
