The Party and State always pay attention to offering equal treatment and taking care of the living conditions of people with disabilities.

National Assembly (NA) deputies on May 28 focused their discussion on the draft law on the disabled.

They stressed the need to have a specific law to ensure the rights and interests of the disabled. The draft law on the disabled includes 10 chapters and 54 articles, including amendments to Chapter 10 regulating the responsibility to assess the level of disabilities of handicapped people so that they can enjoy State subsidies in line with their disabilities.

The draft law emphasizes the State‘s role in encouraging agencies, businesses and organisations to employ the disabled. Those businesses at which 50 percent of the staff are the disabled will enjoy an exemption of business income tax and preferential loans.

NA delegates said that the State should offer incentive policies for businesses at which the disabled account for 30 percent of their staff. Those businesses which do not create jobs for the disabled must contribute to charity funds in support of them.

They also agreed that better healthcare and transport services should be given to the disabled, who should also be provided with better conditions for rehabilitation.
