Belarus, Vietnam step up cooperation in judicial forensic examination

VOV.VN - Politburo member and Minister of Public Security Luong Tam Quang, , held talks with Chairman of the State Forensic Examination Committee of Belarus Volkov Alexei Aleksandrovich on April 2 in Hanoi.

Welcoming the chairman and his delegation to Vietnam, Luong Tam Quang said that after the official visit to Belarus by Party General Secretary To Lam in May 2025, the Vietnam-Belarus Comprehensive Strategic Partnership has continued to develop across multiple areas, including politics-diplomacy, security-defence, science and technology, economy-trade, education-training, culture and people-to-people exchanges.

He said the talks provided an opportunity for both sides to exchange views and agree on measures to advance ties between Vietnam’s Ministry of Public Security and the State Forensic Examination Committee of Belarus, helping make law enforcement cooperation a pillar of bilateral relations.

At the talks, Volkov Alexei Aleksandrovich congratulated Vietnam on the success of the 14th National Congress of the Communist Party of Vietnam, describing it as a milestone opening a new period of development after 40 years of Doi Moi(Renewal) process, with a long-term vision and major goals.

Reviewing outcomes since the visit by Luong Tam Quang and a delegation from the Ministry of Public Security to Minsk in May 2025, Volkov said both sides have effectively implemented agreed areas of cooperation, helping further develop relations between the two agencies in a more substantive and effective manner.

Both sides agreed that amid increasingly complex global security developments and emerging unprecedented challenges, criminal activities are becoming more sophisticated, particularly those involving high technology, organised crime and transnational networks, placing higher demands on forensic examination.

Based on existing cooperation, the two sides agreed to continue to implement the cooperation agreement on forensic examination between Vietnam’s Ministry of Public Security and the State Forensic Examination Committee of Belarus, while increasing exchanges of delegations at all levels in line with each side’s needs.

They also consented to cooperate in research, production and technology transfer to support crime scene examination, forensic science and forensic medicine, and to expand cooperation in undergraduate and postgraduate training as well as professional training at institutions under the State Forensic Examination Committee of Belarus, thereby strengthening the capacity of Vietnam’s forensic personnel.

In addition, the two sides will organise more seminars and conferences on a rotating basis in Vietnam and Belarus, enabling experts to exchange new methods and techniques, and share methodological and scientific materials in this field.
