The project aims to ensure transparency and simplification of administrative procedures, improve State management and create favourable conditions for individuals, organisations and businesses. It will focus on the simplification of business requirements, administrative procedures in every area of State management, and will set up a mechanism to deal with inappropriate administrative policies.

The project's management board is headed by the Minister cum Chairman of the Government Office. Other members include representatives of the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of National Defence, the Ministry of Justice, and the National Assembly Office.
