8th Vietnam-Cambodia Defence Policy Dialogue strengthens bilateral ties
VOV.VN - Lieutenant General Hoang Xuan Chien, Deputy Minister of National Defence of Vietnam, and General Chay Saingyun, Permanent State Secretary of the Ministry of National Defence of Cambodia, co-chaired the 8th Vietnam-Cambodia Defence Policy Dialogue in Ho Chi Minh City on the morning of October 29.
In his opening remarks, Lieutenant General Hoang Xuan Chien emphasized that the 8th Vietnam-Cambodia Defense Policy Dialogue is a key activity aimed at practically carrying out the outcomes of the February 2025 meeting between the Central Committee of the Communist Party of Vietnam and the Standing Committee of the Cambodian People’s Party.
The dialogue also serves as a prelude to the 2nd Vietnam-Cambodia Border Defence Friendship Exchange, the 2025-2029 Bilateral Defence Cooperation Protocol, and the 2025 cooperation plan between the two defense ministries.
Lieutenant General Hoang Xuan Chien expressed gratitude for Cambodia’s warm support and solidarity with the Vietnamese people during recent natural disasters and floods. He affirmed that with the efforts of the political system and the backing of the international community, residents in the affected regions would overcome difficulties and soon return to normal life.
He also thanked the Cambodian Ministry of National Defence for sending a high-level delegation and a contingent of military personnel to participate in the military parade and march during the celebrations of the 50th anniversary of the Liberation of the South and National Reunification, the 80th anniversary of the August Revolution, and Vietnam’s National Day, thereby contributing to the overall success of the events.
In his speech, General Chay Saingyun expressed deep sympathy to the Party, Government, Military, and people of Vietnam for the damage caused by recent storms and floods, while congratulating Vietnam on successfully organizing the celebration of the 50th anniversary of National Reunification, the 80th anniversary of the August Revolution, and National Day on September 2.
Thanking the Vietnam People’s Army for its effective cooperation and support, General Chay Saingyun reaffirmed Cambodia’s commitment to consolidating traditional friendship, good-neighborly relations, and mutually beneficial cooperation between the militaries and peoples of both countries.
During the dialogue, the two sides compared notes on global and regional situation and issues of mutual concern, reaffirming their commitment to maintaining traditional friendship, good-neighborly relations, solidarity, and comprehensive cooperation between the two nations.
Regarding bilateral defence cooperation, both sides consented to continue strengthening trusted, practical and comprehensive cooperation, focusing on intensifying high-level and other official exchanges, maximizing the effectiveness of existing cooperation mechanisms, maintaining training cooperation, managing and protecting land and maritime borders, continuing mutual assistance, bolstering defence-related economic cooperation, stepping up public information and education for military personnel on the historical significance and importance of bilateral relations, cooperating in military law and defence, and further consolidating and deepening military cooperation between Vietnam and Cambodia as well as among the three countries Vietnam-Laos-Cambodia.
At the conclusion of the dialogue, Lieutenant General Hoang Xuan Chien and General Chay Saingyun signed a Memorandum of Understanding on military law and defense cooperation between the two defence ministries, along with the official minute of the 8th Vietnam-Cambodia Defence Policy Dialogue.
