The congress approved its resolution and launched an emulation movement from September 30, 2009 to November 18 2010 to mark national holidays including the 1,000^th anniversary of Thang Long-Hanoi, the 80^th anniversary of the Communist Party of Vietnam, the 120^th birthday anniversary of President Ho Chi Minh, the 65^th anniversary of Vietnam’s National Day and the 80^th anniversary of Vietnam National United Front.

Soon after the congress, the VFF President Huynh Dam urged all the delegates, the VFF at all levels and VFF members to encourage local people and the authorities to help the victims of tropical storm Ketsana. The VFF Central Committee decided to allocate VND5.6 billion from the rescue fund to 12 provinces damaged by the ninth storm of the year.

During the closing session, the Chairman of the Lao Front for National Construction, Sisavath Keobounphanh, presented the Lao National Golden Order to the VFF’s Central Committee, the first class Isala Order to former VFF President Pham The Duyet and the second class Isala Order to VFF President Huynh Dam.
