15th Vietnam-India defence dialogue highlights growing military cooperation
VOV.VN - Deputy Minister of National Defence Sen. Lieut. Gen. Hoang Xuan Chien, and Indian Defence Secretary Rajesh Kumar Singh co-chaired the 15th Vietnam-India Defence Policy Dialogue at the Ministry of National Defence headquarters in Hanoi on November 10.
Both sides exchanged views on global and regional situations and issues of mutual interest. General Hoang Xuan Chien highlighted the continuous strengthening of the traditional friendship between the two countries. Since upgrading bilateral relations to a Comprehensive Strategic Partnership in 2016, cooperation has become increasingly substantive and effective across all pillars, particularly in political‑diplomatic and defense‑security aspects.
Building on signed agreements and guidance from top leaders, Vietnam‑India defense cooperation has been actively implemented in multiple areas, including high‑level exchanges, dialogue and consultation mechanisms, young officer interactions, training, military branch cooperation, UN peacekeeping, and defence industry.
General Hoang Xuan Chien reaffirmed Vietnam’s consistent foreign policy of independence, self‑reliance, peace, friendship, cooperation, development, and diversification. Vietnam is ready to cooperate with other countries and international organizations for peace and development while adhering to the "Four Nos" defense policy: not joining any military alliance; not siding with one country against another; not allowing foreign military bases or the use of Vietnamese territory to oppose other countries; and not using or threatening to use force in international relations.
Vietnam seeks to resolve all disputes in the East Sea peacefully under international law, including the 1982 UN Convention on the Law of the Sea (UNCLOS), respects the Declaration on the Conduct of Parties in the East Sea (DOC), and promotes early completion and effective implementation of the Code of Conduct (COC).
Looking ahead, General Hoang Xuan Chien proposed strengthening coordination on high‑level exchanges, regular dialogue and consultation mechanisms, training, UN peacekeeping, defense industry, deployment of credit and grant packages, and exploring cooperation in potential areas such as cybersecurity, military medicine, and search and rescue, in line with both countries’ needs and capacities.
Reaffirming support for India’s defence engagement with ASEAN, particularly under the ADMM+ framework, Xuan Chien encouraged further coordination at multilateral forums and active participation in joint activities.
On this occasion, he thanked the Indian Ministry of Defence for sending a delegation to attend the 80th anniversary of the Vietnam People’s Army and the 2nd Vietnam International Defence Exhibition, and formally invited the Indian delegation and enterprises to the 3rd Vietnam International Defence Exhibition scheduled for late 2026.
Expressing sympathy for Vietnam’s recent losses from natural disasters, Rajesh Kumar Singh thanked the Vietnamese Ministry of Defense for the warm reception and emphasized that defence cooperation remains a key pillar in bilateral relations, spanning UN peacekeeping, professional exchanges, training, and defence industry.
On November 11, the 2025 Vietnam‑India UN Peacekeeping Field Exercise (VINBAX 2025) will commence in Vietnam. Singh highlighted the exercise’s role in bilateral defence cooperation and expressed support for expanding its scope and scale.
