Democracy and frankness are clearly reflected in the reports represented at the congress, which have analysed theoretical and practical issues on the Party’s leadership roles in the areas of economics, social affairs and national security and defence.

Over the past few days, delegates at the 10th National Party Congress have discussed congress documents and heard reports on important issues related to national development and the theories of the ruling Party.

Most delegates reached a high consensus on congress documents, which were prepared thoroughly, showing the high democracy and combativeness of the State. Notably, the quality of documents has been more practical and substantive after it was announced that opinions from people through the country would be collected. This is a demonstration of the intelligence of the whole Party and people and their great determination to fulfil the congress’ tasks and targets successfully.

Representative from the Ideological Party Committee Nguyen Van Sau said that the current theories of socialism and path to socialism have not yet met the requirements of revolutionary practices and social development and modernisation. Therefore, it is imperative to continue studying to clarify the political and economic theories about the ruling Party.

Regarding the roles of the Vietnam Fatherland Front and mass organisations, Pham The Duyet, a representative from the Party Committee of mass mobilisation units said to unite the whole people, the Party must first be united.

Mr Duyet said it is high time for the Party to institutionalise the leadership of the Communist Party of Vietnam so as to make it more effective in the new period.

Do Quang Trung, a Party delegate from Quang Ninh province, said the major corruption cases of the Ministry of Agriculture and Rural Development, the Ministry of Trade and the Ministry of Transport and some State corporations demonstrated the ineffective and overlapping State management of projects.

Commenting on discussions at the congress, Nguyen Duc Trieu from the Mass Mobilisation Commission said that delegates reached a high consensus on conclusions made by the Party Central Committee during the past 20 years of the Renewal process, particularly during the past five years.

"The Party has mobilised the aggregate strength of the entire nation to overcome numerous difficulties and obtained important victories, as stated in the Party’s documents," noted Mr Trieu.

In addition, he said, delegates expressed their concern about weaknesses in the Party building work, including in personnel management and organisation. They pointed to the fact that a segment of cadres and Party members showed ethical and lifestyle degradation after having been implicated in corruption scandals, thereby eroding people’s trust in the Party.

According to Mr Trieu, the party should pay special attention to Party building work and show its strong resolve to crack down on corruption cases and other social vices. Delegate Vu Quoc Hung shared Mr Trieu’s view as saying one of the measures to solve the problem is to increase political and ideological education and strictly deal with violations.

Delegate Vo Tong Xuan from southern An Giang province praised delegates for their frank and constructive speeches as well as the democratic atmosphere of discussions so as to make the Party stronger. He said he appreciated the speech delivered by Truong Dinh Tuyen, who said the Party should focus on its leadership role rather than the operations of sectors, particularly that of businesses.

Other presentations at the congress called for better dealing with issues relating to rural and agricultural development, national ethnic and religious unity policy, gender equality and ideological education for youths.
