Vietnam breaks ground on US$1.6 billion LNG power plant in Quang Tri
VOV.VN - Vietnam Electricity (EVN) broke ground on the Quang Trach II liquefied natural gas (LNG) power plant in central Quang Tri province on October 20, with investment exceeding VND40.12 trillion (US$1.6 billion).
At the same ceremony, EVN announced that the Quang Trach I thermal power plant has begun supplying electricity to the national grid during its trial operations.
The two projects are being developed by EVN and managed by its Power Project Management Board No. 2 at the Quang Trach Power Centre in Phu Trach commune. Together, they comprise four generating units with a combined capacity of 3,015.8 megawatts (MW) and total investment of more than VND82.145 trillion.
Quang Trach I comprises two coal-fired units, each with a capacity of 701.5 MW, using ultra-supercritical steam technology designed to improve efficiency.
Quang Trach II will feature two LNG-fired units rated at 806.4 MW each, using combined-cycle gas turbine technology. The plant will be equipped with high-efficiency gas turbines manufactured by US-based GE. Both projects incorporate emissions treatment systems designed to meet environmental requirements.
The first unit of Quang Trach II is scheduled to begin commercial operation in February 2030, followed by the second in April 2030.
Bui Hoang Phuong, chairman of the Quang Tri Provincial People’s Committee, described the Quang Trach Power Centre as a strategically important infrastructure project that would support industrial development, stimulate economic growth and help establish the province as a major energy hub.
The two generating units at Quang Trach I have largely been completed and have supplied approximately 620 million kWh to the national grid during trial operations, marking an important milestone in the development of the power centre.
For Quang Trach II, EVN has completed credit financing arrangements and site clearance, and selected a contractor consortium to carry out the project under an engineering, procurement and construction (EPC) contract.
The investment will be financed through 20% equity and 80% commercial loans jointly provided by four domestic banks - Vietcombank, VietinBank, BIDV and Agribank.
Nguyen Tai Anh, deputy general director of EVN, said the two plants are expected to supply more than 17.2 billion kWh annually once operational, strengthening energy security and supporting socioeconomic development.
EVN has instructed its project management board and contractors to mobilise the necessary personnel and equipment, maintain construction quality and workplace safety, meet environmental requirements and keep work on schedule.
The contractor consortium, comprising China’s PowerChina and Vietnam Machinery Installation Corporation (LILAMA), has pledged to meet strict technical standards while prioritising construction quality, safety, timely delivery and environmental protection.
Quang Trach II is designated a nationally important energy project under Vietnam’s Power Development Plan VIII. With a capacity of 1,612.8 MW, it is expected to diversify the country’s energy mix, improve power system reliability and support the shift towards lower-emission electricity generation.
Once operational, Quang Trach II is expected to supply more than 9 billion kWh annually, while the two Quang Trach power plants together are projected to contribute more than 17.2 billion kWh to the national grid each year.
