The business model of Public-Private Partnership (PPP) in infrastructure projects and public services topped the agenda of a seminar held in Hanoi on March 3.

The seminar was co-hosted by the Hanoi municipal People’s Committee, the Gide Loyrette Nouel Vietnam Company and the Veolia Environment Group of France.

It aimed to update the city’s officials on knowledge and experience regarding the planning and implementation of PPP projects invested by individuals and businesses both inside and outside of the country.

Samantha Campbell, an expert from the Gide Loyrette Nouel Vietnam Co., said that the main feature of PPP - a form of cooperation between state agencies and the private sector to build or manage infrastructure and public services is that state agencies monitor and manage projects, and always hold the ownership of assets.

This model would help state agencies accumulate experiences, technological advances and even capital from the private sector, she added.

At the seminar, participants discussed a range of PPP models, Vietnam’s legal framework and the application of this type of partnership in infrastructure projects and public services, as well as the need to expand the variety of PPP models in the country.
