PM Chinh emphasizes digital-era green growth as Vietnam’s top priority

The statement was made by Prime Minister Pham Minh Chinh at the Annual Vietnam Business Forum themed “Businesses Partnering with the Government for a Green Transition in the Digital Era,” held in Hanoi on November 10.
The Annual Vietnam Business Forum serves as a continuous, close dialogue mechanism between the Vietnamese Government and the business community to improve essential business conditions, promote private sector development, facilitate investment, and contribute to Vietnam’s sustainable economic growth.
At the forum, representatives of the American Chamber of Commerce in Vietnam (AmCham) highlighted that their business community is diverse, comprising over 650 member companies and 2,500 business leaders. AmCham affirmed its continued support for Vietnam on its economic transition journey and pledged to assist the country in the next phase of development.
The business community welcomed Vietnam’s development vision, noting that the issuance of key resolutions, including Resolution 57 on promoting science, technology, and innovation; Resolution 59 on proactive international integration; Resolution 68 on private sector development; and Resolution 66 on reforming legislative drafting and enforcement, provides a strong foundation for Vietnam’s takeoff. These initiatives reflect recognition of innovation, transparency, and the central role of the private sector as a true driver of economic transformation.
Hong Sun, Honorary Chairman of the Korean Business Association in Vietnam (KoCham), emphasized that Vietnam has undergone significant changes this year, particularly in the merger of administrative apparatus. Some enterprises are already engaging with the new policies, and following their successful experiences, subsequent investors are expected to show continued interest and investment in Vietnam.
He recommended that the Government issues clear guidelines and roadmaps to bridge gaps between central and local authorities, ensuring consistent governance nationwide. Removing non-tariff barriers, streamlining customs procedures, and enhancing transparency will not only boost competitiveness but can only be fully effective through accelerated digital transformation. At the same time, a comprehensive approach aligned with global standards should be applied in drafting laws and regulations related to the digital economy.
Vietnam’s strategic choice and top priority
At the forum, PM Pham Minh Chinh stressed that this year’s theme is both timely and highly meaningful, set against the backdrop of a global and domestic context in which green and digital transitions are recognized as key drivers of fast and sustainable development. It also demonstrates the political determination of the Party, State, and Government of Vietnam to spur growth by renewing traditional growth drivers and effectively leveraging new ones.
Drawing on the many contributions, statements, and presentations at the forum, which were described as passionate, insightful, candid, objective, and constructively positive, with a spirit of “listening together, understanding together, believing together, aspiring together, acting together, succeeding together, and sharing together” and the principle of “harmonized benefits, shared risks”, the PM also provided an overview of Vietnam’s socio-economic situation. He emphasized that Vietnam has set a growth target of 8% for 2025 and double-digit growth in the following periods, with a mandatory focus on developing a green and digital economy in line with global trends.
“The digital economy, green economy, circular economy, and creative economy are an objective requirement and a strategic priority for Vietnam, helping to make the investment and business environment more transparent and business access clearer and more convenient. Green development is an objective necessity to reduce carbon emissions toward net zero by 2050,” the Government leader stressed.
PM Chinh urged ministries, sectors, and localities to focus on restructuring the economy in line with new growth models, while creating breakthroughs in institutions, human resources, and infrastructure; decisively cutting and simplifying administrative procedures and business conditions; shifting strongly from administrative management to development facilitation; promoting digital transformation, building a digital government, and developing a digital economy and digital society; and establishing legally grounded tools, criteria, and standards for green citizens, green enterprises, and a green society aligned with international standards, forming a basis to assess, quantify, and monitor the effectiveness of green growth.
Regarding the business community, PM Chinh asked enterprises to develop long-term, sustainable, and environmentally friendly strategies aimed at emission reduction; to innovate production and business models; and to restructure in line with green economy, digital economy, and circular economy principles while addressing climate change.
He also underlined the need to establish transparent and effective internal control systems through the application of digital technology and accountability to employees. “We will not sacrifice fairness, social progress, social welfare, or the environment in pursuit of mere growth,” he said.
Adopting the motto “Discipline, responsibility, initiative, timeliness, acceleration, creativity, efficiency, sustainability,” the Vietnamese Government chief stressed that the Government will focus on directing ministries, sectors, and localities to act promptly, strive, and resolve all difficulties, overcome challenges, and maintain a spirit of resilience, unity, self-reliance, proactive adaptation, flexible and decisive action, scientific and effective management, and active innovation.
He expressed confidence that, with a spirit of cooperation, responsibility, and long-term vision, the FDI business community will continue to accompany Vietnam in building a green, competitive, and sustainable economy for the shared prosperity of the region and the world.
