ODA to prioritise projects with wide impact and higher technology content
VOV.VN - Vietnam will prioritise ODA and concessional loans for projects with wide impact and higher science and technology content in the 2026-2030 period.
Demand for capital for economic development in 2026-2030 will be very large as the country targets double-digit growth. The Ministry of Finance estimates total ODA and concessional borrowing at about VND 1.35 quadrillion, around seven to eight times higher than in 2021-2025.
To meet funding needs, the ministry said it will diversify capital mobilisation channels. However, as Vietnam is now a middle-income country and is moving towards upper middle-income status, borrowing terms are becoming less concessional and closer to market conditions. Borrowing and repayment therefore need to be carefully considered to ensure they are in line with mobilisation capacity and repayment ability.
According to Hoang Hai, Deputy Director General of the Department of Debt Management and External Finance under the Ministry of Finance, ODA will focus on projects that can create turning effects, have wide impact and carry higher science and technology content. These are the priorities for ODA projects in the coming period.
