Non-essential services allowed to reopen with COVID-19 under control

Some of the preventive measures being proposed include wearing a face mask and washing hands with disinfectant solution upon entry, Prime Minister Nguyen Xuan Phuc said during a meeting of the National Steering Committee on COVID-19 Prevention and Control which took place in Hanoi on May 7.

PM Phuc agreed to remove the seat limit on transport such as airplanes, buses, trains, and ships, although passengers are now required to wear face masks for the duration of their journey. Some sporting occasions and events with large gatherings will be permitted to take place if participants wear face masks and wash their hands thoroughly with disinfectant solution beforehand.

Elsewhere, the health sector has been asked to modernise national laboratories which are eligible to conduct COVID-19 testing and stay updated on diagnostic techniques globally in order to make adjustments to domestic health facilities.

The healthcare sector should continue to study treatments, develop guidelines, and offer training for grassroots health facilities which are capable of monitoring people’s health while dealing with suspected cases, said the PM.

PM Phuc asked that both ministries and local administrations focus on assigned tasks and solutions, with a special emphasis placed on removing difficulties for production and business, combating frauds, and effectively disbursing financial relief packages for those severely affected by the COVID-19 epidemic.

Moreover, relevant ministries, especially the Ministry of Planning and Investment, the Ministry of Industry and Trade, the Ministry of Agriculture and Rural Development, and localities, have been requested to devise investment and trade promotion plans while seeking new local and foreign investors.

The PM agreed with proposals put forward by Lang Son and Quang Ninh provinces to reopen a number of auxiliary border gates and crossings, thereby promoting customs clearance of goods across the border with China.

Local administrations will be permitted to reopen auxiliary border gates and crossings, taking into account their demand along with disease prevention and control measures.

The reopening will only apply to auxiliary border gates and crossings where large volumes of commodities, especially agro-forestry and fishery products, in addition to essential raw materials for domestic production, are transacted.

Finally, PM Phuc  asked the Ministry of Culture, Sports and Tourism to kick-start tourism promotion plans both at home and abroad in an effort to stimulate market demand following several months in stagnation as a result of the spread of the COVID-19.
