Landmark trilateral power export project gets Singapore conditional approval
VOV.VN - The Energy Market Authority (EMA) of Singapore granted Conditional Approval for the Vietnam-Malaysia-Singapore (VMS) renewable energy power export project on October 26 during the Singapore International Energy Week (SIEW) 2026 at Marina Bay Sands.
The approval marks an important step in energy cooperation among the three nations, involving the Vietnam National Industry-Energy Group (Petrovietnam) through its subsidiary PetroVietnam Technical Services Corporation (PTSC).
SIEW 2026 serves as a key international forum drawing representatives from governments, management agencies, organizations, and energy enterprises to discuss energy security, energy transition, and enhanced regional power grid connectivity.
The handover ceremony was held in the presence of Deputy Minister of Finance of Vietnam Cao Anh Tuan, Singapore Minister for Energy and Industry Tan See Leng, and Deputy Prime Minister and Minister for Energy Transition and Water Transformation of Malaysia Datuk Amar Haji Fadillah bin Haji Yusof.
The Conditional Approval serves as one of the first major approval milestones for the trilateral framework, providing a basis for the consortium to continue technical studies, commercial arrangements, and required approval procedures in Vietnam, Malaysia, and Singapore. The result also recognizes joint coordination efforts between businesses and management agencies in developing a large-scale cross-border energy interconnection project in Southeast Asia.
On the sidelines of the event, Deputy Minister Cao Anh Tuan and leaders of Petrovietnam and PTSC met with Gan Siow Huang, Minister of State for Foreign Affairs and Energy, Trade and Industry of Singapore, to discuss bilateral energy cooperation, particularly the acceleration of the VMS project.
Deputy Minister Cao Anh Tuan highly valued EMA's granting of the Conditional Approval, while affirming that the Vietnamese Government pays great attention to and supports the project,
He noted that Vietnam has issued two survey licenses to PTSC for offshore wind power development. The Ministry of Finance, as the state ownership representative agency at Petrovietnam, also supports the power export project in line with national energy development orientations and regional economic cooperation.
Under current proposals, the VMS project plans to develop approximately 2 GW of offshore wind capacity in the sea area of southern Vietnam. The power will be transmitted via a high-voltage undersea cable spanning nearly 800 kilometers to Malaysia.
Participating in the VMS project matches Petrovietnam's development strategy in the industrial and energy sectors, helping realize offshore wind power orientations under the adjusted Power Development Plan VIII.
Developing the project is expected to attract international investment, increase local technical services and equipment supply, create jobs, and improve high-quality human resources in the energy sector.
Deputy Minister Cao Anh Tuan directly led the delegation to witness the Conditional Approval ceremony and hold working sessions with Singaporean officials, demonstrating the Vietnamese Government's attention and support for the project.
The receipt of the Conditional Approval at SIEW 2026 provides momentum for ongoing cooperation among Vietnam, Malaysia, and Singapore. With government backing and the participation of leading energy companies from all three countries, the project is poised to make practical contributions to establishing the ASEAN Power Grid, enhancing energy security, and promoting sustainable energy transition in the region.
