Deputy PM pushes development of Dung Quat national energy hub

VOV.VN - Standing Deputy Prime Minister Nguyen Hoa Binh on February 10 underscored the strategic importance of developing the National Oil Refining and Energy Centre at Dung Quat Economic Zone, describing it as a rare opportunity for Quang Ngai province and a project of national significance.

During a working visit and on-site inspection in Quang Ngai, the Deputy PM said the successful implementation of the centre would help strengthen Vietnam’s energy security, support industrial development and create a new growth engine for the central province.

“The National Oil Refining and Energy Centre is a major opportunity. Not every locality has the conditions to become a national energy hub with synchronised investments in ports, offshore oil and gas pipelines and supporting infrastructure,” he said, calling on Quang Ngai to fully capitalise on its advantages and existing resources.

The Deputy PM stressed that the project requires a strategic investor with strong capacity, experience and a leading role. According to the official, the Vietnam National Industry and Energy Group (PVN) would serve as the core investor, while also taking responsibility for overall management, investment promotion and the efficient operation of the centre.

He instructed relevant ministries and agencies to develop appropriate policy mechanisms to enable PVN to effectively fulfil its assigned role.

The Deputy PM also directed Quang Ngai province to closely coordinate with PVN to comprehensively review land-use planning, project portfolios and economic development plans to ensure consistency before the project is rolled out. He highlighted that land clearance, compensation and resettlement are decisive factors affecting the progress of large-scale projects and must be handled proactively.

Regarding power development, the Deputy PM tasked the Ministry of Industry and Trade with reviewing and adjusting Power Development Plan VIII, including the addition of energy projects linked to the National Oil Refining and Energy Centre at Dung Quat.

He further called on ministries and relevant agencies to study and propose incentive mechanisms, drawing on policies currently applied to economic zones and trade hubs nationwide, in order to accelerate implementation.

The National Oil Refining and Energy Centre project at Dung Quat Economic Zone was approved by the Ministry of Industry and Trade on December 19, 2023. Two years later, the Prime Minister chaired a meeting of the Government Standing Committee to discuss policy mechanisms to promote the development of the centre.

Local authorities said Quang Ngai has proactively reserved land around the Dung Quat Oil Refinery and mobilised resources for site clearance and resettlement, laying the groundwork for the project’s next phase.
