Czech Republic, Vietnam enhance state audit cooperation

VOV.VN - Deputy State Auditor General Bui Quoc Dung led a delegation of the State Audit Office of Vietnam (SAV) on a working visit to the Supreme Audit Office of the Czech Republic (SAO) in Prague on August 20, to discuss public investment auditing, large-scale infrastructure projects, and technology application in audit activities.

At the working session, SAO President Miloslav Kala outlined the organizational structure, functions, duties, and legal framework of the agency. The SAO is enshrined in the Constitution of the Czech Republic and operates under Law No. 166/1993, maintaining complete independence from the Government and individual ministries.

The agency’s 16-member Board holds ultimate authority over audit programs, content, and methodology. Its oversight spans the management of state assets and public finances, projects funded by the national budget and the European Union, as well as major infrastructure works.

Kala noted that the SAO possesses the authority to attend meetings of the Government, the Chamber of Deputies, and the Senate to present audit findings. Audit reports are published in accordance with legal regulations, and when irregularities are detected, the office coordinates directly with tax authorities and relevant law enforcement agencies.

Deputy State Auditor General Bui Quoc Dung highly valued the insights shared by the Czech side, particularly regarding its independent operational model and its oversight role in public resource management.

With Vietnam currently executing major infrastructure schemes, including a national high-speed railway, the Czech Republic’s expertise in auditing public investments, managing state assets, and supervising large-scale construction holds practical value for the SAV.

Moving forward, both sides will delve into strategic planning and legal frameworks, information technology audits, artificial intelligence applications, spatial mapping data, and high-speed rail project auditing, alongside other technical domains.

The SAV also expressed readiness to share its own experience with the Czech partner in refining audit frameworks, synchronizing professional activities, and advancing digital transformation.

Bilateral ties between the SAV and the SAO are reinforced through direct channels as well as multilateral bodies, including the International Organization of Supreme Audit Institutions (INTOSAI), the European Organization of Supreme Audit Institutions (EUROSAI), and the Asian Organization of Supreme Audit Institutions (ASOSAI).

The two  agencies agreed to sustain technical exchanges, prioritizing emerging demands such as public investment oversight, IT integration, digitalization, and AI deployment.

President Miloslav Kala hailed the broader Vietnam-Czech Republic relations, emphasizing the role of the Vietnamese community in the Czech Republic in strengthening people-to-people ties.

Echoing these sentiments, Deputy State Auditor General Bui Quoc Dung noted that the overseas Vietnamese community serves as a vital bridge strengthening overall bilateral relations and institutional ties.

Following its itinerary in the Czech Republic, the SAV delegation will travel to Ireland to work with the Office of the Comptroller and Auditor General as a way of further broadening professional exchanges with European counterpart institutions.
