Construction of Vietnam’s second oil refinery complex worth US$6 billion began in the north-central province of Thanh Hoa on May 10 by contractors from Vietnam, Japan and Kuwait.

The Nghi Son petrol-chemical and oil refinery complex is being built in the province’s Nghi Son economic zone by the Vietnam Oil and Gas Corporation (PVN), the Kuwait Petroleum International, Japan’s Idemitsu Kosan company and Japan’s Mitsui chemical company.


Once it is put into operation in 2013, the complex will produce 10 million tonnes of crude oil/year and the figure will increase to 20 million tonnes in the coming years. Its major products will include liquefied gas, non-lead petrol (A92-95), diesel, kerosene, poly-propylene, para-xylene, benzene and sulphur.   


Speaking at the groundbreaking ceremony, Prime Minister Nguyen Tan Dung noted that together with the Dung Quat oil refinery, which is under construction in the central province of Quang Ngai, the complex will meet nearly 60 percent of the country’s demand for energy. It will help ensure energy security and boost economic development in the north-central region and the country as a whole.


Mr Dung said the project will create an important prerequisite for the petrochemical industry, support industries and other service industries to develop.


He assured contractors that the Government will create the best possible conditions to put the complex into operation as soon as possible, considering it as a friendly project between Vietnam, Kuwait and Japan.
