Canada slaps 25% provisional surtax on Vietnamese wood cabinets and vanities
VOV.VN - Canada has imposed a 25% provisional safeguard surtax on imported wood cabinets and vanities, including products from Vietnam, effective July 31, 2026, according to the Trade Remedies Authority of Vietnam (TRAV) under the Ministry of Industry and Trade.
The surtax, calculated on the value for duty, will remain in effect for up to 200 days until mid-February 2027.
The Canadian government introduced the measure to deal with emergency pressures, including alleged trade diversion that harms domestic manufacturers, while seeking to stabilize market conditions.
The move comes alongside an ongoing safeguard investigation launched in April 2026 by the Canadian International Trade Tribunal (CITT) into various wood products, including cabinets, vanities, hardwood flooring, and engineered wood storage units.
The CITT plans to wrap up its probe and deliver findings by January 15, 2027. If the tribunal determines no serious injury occurred, the temporary surtax will be lifted; if injury is confirmed, definitive safeguard measures lasting up to three years could follow.
Because Vietnam is not included in the exemption list, its exports in the specified categories face the 25% extra tax. However, shipments dispatched before July 31, 2026, can qualify for exemption with valid transport documents such as bills of lading and cargo control records.
To mitigate impacts, the TRAV has advised Vietnamese trade associations and exporters to audit HS codes, assess cost pressures, and secure transit records for pending shipments. Exporters should also join the CITT proceedings with legal counsel in Canada, diversify export markets, prepare response scenarios, and maintain close contact with the authority for timely support.
