A 100 million euro credit agreement was signed in Hanoi on March 29 by the Ministry of Finance and the French Development Agency (AFD) as part of the public investment reform programme, co-sponsored by the World Bank (WB).

Deputy Minister of Finance Tran Xuan Ha said the loan from AFD and a US$500 million loan from the WB signed last year have been implemented under the direct guidance of the State Bank of Vietnam (SBV).

The second phase of the programme will continue to be funded by the WB and AFD in 2010. By signing the credit agreement, the total ODA funding pledged by the AFD to Vietnam has reached approximately 1.1 billion euros since 1994.

The public investment reform programme is focused on increasing the efficiency of project implementation, reducing the negative impact on the environment and society and the ineffective use or misuse of capital sources and dealing with contradictions in rights and regulations on limiting the private sectors’ involvement in funding infrastructure projects.
