Two bills, law building programmes to be mulled on May 30

The draft law amending and supplementing a number of articles of the Law on Higher Education is set to be scrutinised during the fifth sitting of the 14th National Assembly on May 30 morning. 

Minister of Education and Training Phung Xuan Nha, on behalf of Prime Minister Nguyen Xuan Phuc, will present a proposal of the document. Meanwhile, Phan Thanh Binh, Chairman of the NA’s Culture, Education, Youth and Children, will deliver a report assessing the draft law. 

Also in the morning, legislators will look into the programme on building laws and ordinances in 2019 and adjustments to the programme on building laws and ordinances in 2018. 

During the afternoon session, they will discuss in groups the draft laws amending and supplementing a number of articles of the Education Law and the Law on Higher Education. 

The issuance of the draft Law on Higher Education aims to deal with legal limitations, complete a legal framework and address newly-emerging issues in tertiary education, thus training high-quality human resources in the context of national industrialisation and modernisation, and international economic integration. 

The draft law comprises three articles, focusing on expanding the scope and improving efficiency of university autonomy and reforming university administration, training management and State management amidst university autonomy.
