NA deputies must vote against overspending planned budget

National Assembly (NA) deputies must insist on voting against overspending the government’s planned budget, said Deputy Tran Hoang Ngan from Ho Chi Minh City on July 21. 

Speaking to the Vietnam News Agency on the sidelines of the first session of the 14 th National Assembly in Hanoi, Ngan said public debts, which have caused great concern among both voters and NA deputies, can be settled by, first and foremost, reducing the state budget deficit. 

The government has recently issued a number of resolutions that created a more favourable business climate for start-ups and other enterprises to operate in, so as to increase tax collection, she said. 

In addition to the effort to prevent losses in budget collection, it is critical to ensure the effective use of the state budget, she added, noting that the government’s consumption spending has soared to 65% of total expenditure from around 5% in 2011. 


To cut the consumption spending, she proposed the government to continue public administration reforms, cut off the state payroll by speeding up the streamlining of civil service employees and encourage more state organisations to self-finance their operations. 

Meanwhile, Deputy Nguyen Duc Kien from Soc Trang province said public debt would not affect the country’s GDP growth target of 6.7 percent this year if the government fast-tracks the disbursement of public investment capital and capital construction investment. 

A governmental report showed that Vietnam saw a slower disbursement of the public investment capital and capital construction investment in the first half of 2016 compared to the same period last year. 

Speeding up the disbursement will improve GDP growth, he added.
