Int’l workshop on local administration’s operation

(VOV) - Vietnamese and foreign delegates shared experience in strengthening the building capacity of local administrations, at a workshop in Danang city on December 6.

They dwelled on the organisation and operation of local administrations, their renewal plans, local budget planning and allocations, and relations between the central and local governments.

They looked at ways to improve the operational efficiency of administrative agencies at the grassroots level, and examined initial results of a pilot project on eliminating the People’s Councils at the district and ward levels.

They shared Canada’s practical experience in financial management and allocations, inter-administration relations, and public management in localities.

In Vietnam, local administration is part of the State apparatus, including powerful State agencies elected by local people, and other organisations established according to the law to govern all aspects of life in locality.

The administration comprises the People’s Council and the People’s Committee at the commune, district and provincial levels. The People’s Council approves local key socio-economic development orientations, while the People’s Committee manages and implements these tasks.

The workshop, jointly organised by the National Assembly Committee on Legal Affairs, and the Policy Implementation Assistance Project (PIAP), aimed to clarify theoretical and practical arguments on the operation of local administrations.
