Government convenes law building thematic session

Prime Minister Nguyen Tan Dung chaired a special cabinet meeting on law building work in Hanoi on August 12.

Minister of Home Affairs Nguyen Thai Binh briefed other ministers on the results of the pilot project not to organize People’s Councils at district and ward levels over the past four years. 

The results showed that the wide-ranging operation of local political systems has been smooth and administrative procedures have been further streamlined to make it easier for residents to approach the local administration, he said. 

Prime Minister Nguyen Tan Dung emphasized that the results of the project should be evaluated in line with opinions of the party committees, the people’s councils and authorities of provinces and cities nationwide before the Government conducts a voting on it. 
During the session, the cabinet members discussed the position, organisation and operation of the People’s Council, the People’s Committee and administrative agencies at grassroots level and the synchronization of the political system at district and ward level in the absence of the People’s Council. 

They debated a draft report on the Government’s comments on the draft amendments to the 1992 Constitution relating to Chapter VII on “the Government” and Chapter IX on “local administrations”. 

On the issue, the Prime Minister noted that the Government’s function, tasks and power should be clarified, especially the collaboration and supervision between State agencies in the legislative, executive and judiciary performance. 

He said that suggestions to Chapters VII and IX of the revised 1992 Constitution should receive comments and votes from by each cabinet member. 

On the day, the cabinet members also discussed measures to reinforce supervision of the issuance of circulars and joint circulars, especially those directly relating to the rights and interests of individuals and organisations as well as several draft laws. 

They will continue discussion on draft laws on August 13.
