VOV.VN - Deputy Prime Minister and Foreign Minister Pham Binh Minh on March 19 extended a congratulatory message to Wang Yi on his reappointment as Chinese Foreign Minister and promotion to State Counselor.
His promotion was endorsed by the National People's Congress of China the same day.
