With one hour of getting free Internet access, people can go to the Culture-Post sites in communes to be guided how to use free Internet twice a week.

An exchange programme "Together with one million hours" was coorganized by the Vietnam Post and Telecommunication Coorporation (VNPT) and the Vietnam Youth Association on December 29 in Dien Bien Phu city. It aims to popularize the knowledge of information technology (IT) to people, the youth in particular, it will last one year, from September 2007 to the same month 2008.

People, especially youth, will access free Internet periodically at 2353 Culture-Post sites in communes and be allowed the time of 180 minutes each time they use it.

Also, a series of classes for popularizing IT for people will be held with plans to attract about 20,000 people.

The main purpose of the program is to increase the young people’s acknowledge, especially in the mountainous areas, about the great importance of international economic integration. Understanding and applying the Internet usefully will directly help to develop the economy and society in rural areas.

Up to now, the programme has been carried out at 17 Culture-Post sites with 86 students being trained IT knowledge. After 3 months, it has created favorable conditions for 627 uses with total Internet access being 210,892 free minutes.
