VOV: To conduct the exams effectively and avoid mistakes in implementing new changes in graduation exams for senior high schools, how does the MoET instruct localities?
Mr Nghia: The MoET is determined to organise the exams successfully and limited shortcomings. Therefore, the ministry will focus on two major points. First, MoET has informed localities about applying the new multiple choice model in exams for foreign languages, including graduation exams for senior high schools and entrance exams. In a guidebook of organising graduation exams for senior high schools, there is also a section about the new multiple choice model. Recently, the Minister sent an urgent telegram to ask localities to strengthen preparations for the exams.
VOV: This is the first time the multiple-choice model for a foreign language subject has been used. The Ministry of Education and Training has held practice tests but many problems occurred such as exam questions having mistakes, pupils not familiar with the new testing method and proctors not fully understanding their duties. How will the ministry overcome these difficulties?
Mr Nghia: To help pupils and teachers get acquainted with the new testing method, in addition to organising practice tests in some provinces and cities, the ministry has directed schools to hold regular tests with the new method. It has provided two training courses on multiple-choice tests for proctors.
We have drawn valuable experiences from organising recent practice tests. The ministry has built a bank of exam questions with the participation of thousands of collaborators. It also asked local authorities to ensure security in exam-copying areas.
Localities have carefully prepared material facilities, including the installation of modern machines for copying, printing and marking exams. Through practice tests, we found that most mistakes are made by proctors. Pupils in remote and mountainous areas are not familiar with the new testing method, but when they are guided carefully they can do it easily.
VOV: Security disorder in examination areas often concerns the public. What measures should be launched to ensure safety at examinations?
Mr Nghia: The Ministry of Education and Training has asked the Education and Training Department to closely co-ordinate with local sectors and branches to intensify security for examinations by ensuring safety in exam-copying areas, the distribution of exam questions and maintaining order in examination areas. A working delegation from the ministry has conducted a fact-finding tour of a number of localities, especially those that reported disorder in exam organisations, to discuss measures to prevent a re-occurrence of such phenomenon.
We hope that this year’s examinations will be held more safely and strictly.
