The agreement was reached at the 10^th tripartite cooperation committee on the effective use of Highway 8 held in Khammoune province in Laos. The meeting was attended by representatives from central Bolikhamsay and Khammoune provinces of Laos, central Nghe An and Ha Tinh provinces in Vietnam and Nokhon Phanom, Sakon Nakhon and Noongkhai provinces in Thailand.

Representatives at the meeting agreed to promote the exchange of their professional experiences and to facilitate the quick import and export procedures for goods, vehicles and equipment through the international border gates of the three countries.

They also agreed to hold exhibitions to promote the exchange of products and cooperation, including the development of investment and tourism between the three countries.
