In the current context, when imperialism uses war as a neo-colonialist tool, the existence of the Socialist Republic of Vietnam is a great contribution to peace."

The Communist Party of Uruguay: "Though geographically far way, the example of the long-lasting struggle and great sacrifices of the Vietnamese people against colonialism and imperialism is always on our minds.

The Communist Party of Australia: "It is not possible to convey our feelings without recalling the epochal struggle of the people of Vietnam under the leadership of the Communist Party of Vietnam and Comrade Ho Chi Minh for the independence and freedom of your homeland against both French and US imperialism.

"Your victory guaranteed the sovereignty of your homeland and the freedom of its people. It opened the way to the consolidation and further build-up of your socialist society, a rich harvest which is to be seen in the year-by-year growth of the well-being of the Vietnamese people, the steady increase in the GDP of your country and the productive capacity of your countryside and your industrial enterprises.

"We have absolute confidence that your Party Congress will fulfill this agenda with great competence and political wisdom, making Vietnam an even brighter example of communist leadership and socialist construction."

The Communist Party of Finland: "Your Congress will discuss and make decisions on very important questions: how to improve the Communist Party's leadership capacity and combativeness, how to promote the entire nation's strength, comprehensively boost the renewal process and soon lift the country from underdevelopment.

The Communist Party of Sweden: "The Vietnamese communists have a heroic history of being at the front of the struggle for freedom and national independence. During the struggle against American aggression, and for the unification of the country, the Vietnamese liberation struggle gave inspiration and political awakening to a young generation in Sweden who took to the streets to demand USA out of Vietnam in large demonstrations. 

"The Communist Party of Sweden is proud of this history of solidarity and work for the Vietnamese people in their most difficult moments. The late President Ho Chi Minh provided an inspiration for all progressives in Sweden, and showed that a small country can resist powerful imperialism.

"We are happy to see that Vietnam of today is developing its economy at a fast pace and step by step coming out from underdevelopment for the well-being of its people." 

The Communist Party of Austria: "The Communist Party of Austria wishes that the 10th National Congress of the Communist Party of Vietnam would reach all the goals your party is striving for in developing your country. 

"Please accept our friendship and solidarity with all the Vietnamese Communists, who struggle for a world in peace, against imperialist aggression and hegemony, for a social and just world order." 

The Unified Socialist Party of Catalonia, Spain: "We would like to express admiration and gratitude for the Communist Party and the heroic people of Vietnam, who were able to win against imperialism, something that no other countries could do. This was an example of struggle, sacrifice and triumph for all of us." 

The Left Party (PDS),Germany: "The Congress takes place in the context of the Socialist Republic of Vietnam reviewing the 20-year renovation process under the leadership of the Communist Party of Vietnam. The renovation has brought the country great achievements in socio-economic development, a remarkable increase in the living standards of the Vietnamese people as well as the profound respect of other countries and nations all over the world. At the same time, the process has revealed new challenges and contradictions that must be solved in your way forward. The PDS always keeps an eye on the development of Vietnam with deep respect, solidarity and optimism."

The Workers' Party of Belgium: "The question of a broad united front against the most dangerous and immediate enemy on a world scale takes on renewed significance. But even more important is to advance along the only possible road towards peace and development and that is the road of socialism Vietnam has chosen after the nation's heroic victory over imperialist aggression.

"We are convinced that your Party Congress will be crucial to improve the Party's leadership capacity and combativeness, promote the entire nation's strength, comprehensively boost the renewal process, and soon lift the country from underdevelopment. The way you prepared this Congress shows in a convincing way the superiority of socialist democracy."

"We want to deliver our respect to the Communist Party of Vietnam (CPV), given that it has played a decisive role in the country's social life and made endeavours to continue expanding and further strengthening the multi-dimensional relations between the two countries as well as between the Vietnamese and Russian people." 

The Communist Party of Chile: "We learn that you have overcome numerous difficulties to remedy consequences left by the wars and we highly evaluate the miraculous progress that your country has made in the course of socio-economic development since it undertook the doi moi (renewal) process some 20 years ago in a bid to steer the country out of underdeveloped status." 

The Social Democratic Party of Germany (SPD): "Vietnam has yielded major triumphs since it initiated the renewal policy, significantly improving the people's living conditions. However, new impediments on the way forward always appear, that Vietnam, and even Germany, have to surmount. To achieve justice in the societies of each country as well as all over the world, it is necessary to promote citizens' rights to democracy alongside work on boosting economic development. Only when all strata of society get involved, can we have a proper answer for those challenges triggered by globalisation."
