Rami Abdulrahman, head of the human rights group, also said more than 150 have been detained across Syria following Ramadan prayers late August 1.
The death toll in Syria since its uprising began on March 15 has reached 1,992, according to Abdulrahman. He said the dead include 1,618 civilians and 374 Syrian security forces.
The 24 killed include 10 in Hama, six in the Damascus suburb of Irbeen, three in Homs province, two in Boukamal, two in Latakia and one in Madamaiya, Abdulrahman said.
As reports of bloody clashes between the Syrian military and civilians continue, the UN Security Council will meet for a second day to discuss the Syrian conflict.
On August 1, the four European members of the Security Council, Britain, France, Germany and Portugal, revived a draft UN resolution that would likely condemn al-Assad's regime, diplomats said after the meeting.
Ambassadors from other nations, including China and Russia, have previously argued that UN action would risk further destabilizing the Middle Eastern country. It was not immediately clear whether they would support such a resolution.
