“We are determined to make remarkable changes and gain higher achievements in implementing the key task of Party building so that the Party will deserve to be the vanguard and provide loyal delegates for the benefit of the Vietnamese working class, the working people and the nation.” said Party General Secretary Nong Duc Manh at the 10th Party Congress’closing session.

The 10th National Party Congress concluded successfully in Hanoi on April 25 after eight working days. The congress approved important documents, political report, reports on orientations and tasks for socio-economic development in the 2005-2010 period and reports on Party building and the revised Party Statute.

At the closing session under the chairmanship of State President Tran Duc Luong, delegates heard the results of voting on several issues in congress documents, announced the list of official members of the 10th Party Central Committee (PCC) and the results of election to the Political Bureau, the Secretariat, the Party General Secretary, and the PCC’s Inspection Commission and its Chairman. They also approved the full text of the Party Statute.Nong Duc Manh was re-elected General Secretary of the 10th PCC. The PCC’s Political Bureau has 14 members and its Inspection Commission headed by Nguyen Van Chi has 14 members. The congress also elected 160 official members and 21 alternate members of the 10th PCC.

Documents approved by the 10th Party Congress demonstrated the intelligence and iron-will of the whole Party and people and were also a summary of practical and theoretical issues raised during 20 years of renovation in a bid to continue perfecting and developing Party policies and guidelines in the current revolutionary periods, said Party General Secretary Nong Duc Manh.

The congress showed the Party’s great determination to lead the people and increase its leadership capacity and combativeness to bring the whole nation’s strength into full play, while boosting the national renovation process to lift the country out of its underdevelopment status and provide a foundation for it to become a modern and industralised nation by 2020.

To fulfil the goals, the congress approved important policies related to all major fields for the cause of socialist construction and national defense. "It is necessary to continue renovating Party building work, and maintain strong discipline, ideology, solidarity, and unity within the Party with qualified members", Mr Manh said. "We attach great importance to implementing effective measures to promote socialist democracy, build a strong political system, and boost the fight against corruption, bureaucracy, and wastefulness. We are determined to make remarkable changes and gain higher achievements in implementing the key task of Party building so that the Party will deserve to be the vanguard and provide loyal delegates for the benefit of the Vietnamese working class, the working people and the nation.

Mr Manh said the success of the congress will be a driving force encouraging the whole Party and people to take advantage of opportunities, overcome challenges and continue implementing the renewal process comprehensively and to achieve high and stable growth. After the congress, Party organisations at all levels have to study, and thoroughly grasp all policies and opinions, promulgate the results of the congress to the whole Party and people, make plans to bring the congress resolutions to life, and turn them into concrete action by the whole Party and people in order make strong progress in all fields from the first months of the first year of the 2006-2010 five-year plan.

On behalf of the 10th Party Central Committee, General Secretary Nong Duc Manh pledged to do his utmost together with the whole Party and Vietnamese people, to successfully implement the congress resolutions.

Biography of Party General Secretary Nong Duc Manh


Nong Duc Manh was born on September 11, 1940. Native place: Cuong Loi village, Na Ri District, Bac Can Province. Ethnic group: Tay. He joined the revolution in 1958 and the Communist Party of Vietnam (CPV) on July 5, 1963.

  • 1958 - 1961: Student at Agriculture - Forestry College, Hanoi

  • 1962 - 1963: Forestry worker, forest survey technician at the Bac Can Forestry Service and later the Deputy Chief of the Bach Thong Wood-exploiting Team.

  • 1966 - 1971: Student at the Forestry Institute, Leningrad, the Soviet Union

  • 1972 - 1973: Deputy Head of the Inspection Board of Bac Thai province's Forestry Service.

  • 1973 - 1974: Director of the Phu Luong State-owned Forest Farm in Bac Thai province

  • 1974 - 1976: Student at the High-Level Nguyen Ai Quoc Party School.

  • 1976 - 1980: Member of Bac Thai province's Party Executive Committee, Deputy Director of the Forestry Service and Director of the Forestry Construction Company of Bac Thai, and then Director of the Forestry Service.

  • 1980 - 1983: Deputy Chairman of Bac Thai province's People's Committee.

  • 1984 - October 1986: Deputy Secretary of Bac Thai province's Party Committee, and Chairman of the provincial People's Committee.

  • November 1986 - February 1989: Secretary of Bac Thai province's Party Executive Committee.
    At the 6th tenure of the 6th Party National Congress, he was elected an alternative member of the Party Central Committee

  • March 1989: Full member of the Party Central Committee.

  • August 1989: Chairman of the Committee on Nationalities under the CPV Central Committee.

  • November 1989: he was elected in a supplement election as deputy to the National Assembly, Eighth Legislature, and elected deputy chairman of the National Assembly's Council of Nationalities.

  • June 1991: At the 7th National Party Congress, he was elected member of the Central Committee of the CPV and member of the Politburo by the CPV Central Committee. 

  • September 1997: Chairman of the National Assembly, 10th Legislature; assigned to serve as permanent member of the CPV Central Committee's Politburo 

  • April 2001: At the 9th National Party Congress, he was elected member of the Central Committee of the CPV and General Secretary of the CPV Central Committee.
