Party Central Committee concludes its second conference

The 11th Party Central Committee (PCC) closed its second conference on July 10 after one week of intensive work and agreed to include 24 important issues in its working programme as required by the 11th National Party Congress.

At the conference, the PCC readjusted the titles, content and deadlines of some projects and added three issues to its work agenda, including regulations for implementing a Party statute, reviewing five years of implementing the resolution of the third meeting of the 10th PCC on preventing and controlling corruption and wastefulness, and reviewing the 10 year implementation of the resolution of the eight meeting of 10th PCC on the national protection strategy in the new situation.

The PCC underlined the need to carry out the key tasks set by the 11th National Party Congress including improving institutions, developing human resources, boosting infrastructure development, intensifying and rectifying Party building, reinforcing the political system, combating corruption and wastefulness and improving the personnel organizational structure.

In his closing speech, Party leader Nguyen Phu Trong said that to implement their work successfully, the Politburo needs to devise a specific plan and assign organizations and individuals the tasks of preparing projects to submit to the PCC.

The conference approved the working statutes for the PCC, the Politburo and the Central Secretariat, considering these top priority to define the Party statutes, enhance Party administrative reform and refresh the Party’s leadership capacity.

If the regulations are implemented properly, it will promote democracy in all Party organizations, thus improving the quality and efficiency of Party leadership and increase the role, creativity and responsibility of all political organisations, Mr Trong stressed.

Regarding amendments and supplements to the 1992 constitution, the Party chief said the PCC has almost reached a consensus on points of view, major orientations and methods of implementation.

Revisions and supplements to the 1992 constitution must be made based on the current situation, taking into consideration related legal documents such as the 1991 platform for national construction in the transition to socialism and other items adopted by the 11th National Party Congress.

Amendments and supplements need to meet current requirements and align with Vietnam’s state apparatus and political system, which is a law-governed socialist State of the people, by the people and for the people under the leadership of the Communist Party of Vietnam.

All the State power belongs to the people based on unity, coordination and the control of other agencies to exercise their legislative, executive and judicial rights.

Revising and supplementing the 1992 constitution is essential work that must be undertaken seriously and systematically under the leadership of the Party. Therefore, the PCC needs to collect ideas from experts, scientists, managers and others to do its job properly and focus on disseminating information and communication to prevent hostile forces from sabotaging and distorting the situation, Mr Trong noted.

The Party leader said the PCC democratically discussed and scrutinized the nomination of deputies to senior State positions in order to choose the best candidates to recommend for the National Assembly’s approval.

The PCC also discussed and gave its assessments of the country’s situation and issues that the Politburo handled in the first half of the year.

The committee predicted that in the second half of this year and into 2012, the country will face difficulties and challenges as a result of the limitations of the national economy and complicated and unforeseeable external developments.

In the face of runaway inflation, a high trade deficit and the tightening of the monetary policy as well as negative impacts on socio political stability, it is essential to persist with drastic measures to curb inflation, stablise the macroeconomy and ensure social welfare in the remaining months of this year and the near future.

It is necessary to pursue the external policy of independence, self-reliance, diversification and multilateral international relationships based on Vietnam being a friend to all countries and a reliable partner in the international community for the sake of peace, cooperation and development.” said Mr Trong.

The Party chief also affirmed that the second conference of the 11th PCC was successful and the next move is to implement all resolutions effectively to realise the 11th National Party Congress resolution.
