|Families with two children is expected to enjoy more economic benefits
The pilot scheme was developed to increase the total birth rate by 10% in provinces and cities that have with a low fertility rate, by 2030.
In order to achieve this set target, the Prime Minister has proposed implementing concrete measures, including amendments to regulations that are no longer suitable to the goal of maintaining a replacement fertility level, especially regulations that deal with violations of current policies on population.
For those localities that have successfully achieved a replacement fertility rate, PM Phuc has proposed abolishing policies that encourage families to have fewer children, while gradually announcing a range of new measures aimed at encouraging families that having two children is enough.
In an effort to boost the fertility rate in a number of key areas, young people will be encouraged to get married before the age of 30 and give birth sooner, while women will also be encouraged to have their second child before the age of 35.
In addition, couples who have two children will enjoy benefits such as a reduction in personal income tax, the ability to purchase social housing, and priority for their kids when it comes to sending them to public schools.
Financial support aimed at educating children will be provided to couples who have two children, while measures will be piloted to gradually increase the responsibility of social contributions of individuals who do not want to get married or who marry later in life.
