Talking to the Vietnamese Vice President, Phankham Viphavanh said he believes the visit by Vice President Ngoc Thinh will significantly contribute to strengthening the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos.
Thinh affirmed that the Party, the State and the people of Vietnam always attach high importance to preserving and nurturing the friendly friendship, mutual assistance with their Lao counterparts.
The vice presidents noted with satisfaction the fruitful cooperation across a variety of fields, including politics, security, defence, economy, trade, investment, education, culture, and people-to-people exchange. They said the regular mutual visits by leaders of the countries’ Parties, States, Governments and National Assemblies are a vivid manifestation of the pure, faithful and trustworthy connections between Vietnam and Laos.
Vice State President Dang Thi Ngoc Thinh expressed her delight at the tremendous achievements in national construction and development the Lao Party, State and Government have recorded over the past years and wish Laos would successfully implement the goals set at the 10th National Party Congress and the five-year socio-economic development plan (2016-2020) so as to build Laos in to a prosperous nation in the time ahead.
The two leaders informed each about the situation of security, politics, socio-economic development of their respective nation.
They stressed that in the context of international and regional situations facing numerous challenges, the two sides should continue to place importance on further consolidating the traditional friendship, special solidarity and all-around cooperation and consider this an invaluable asset that the two peoples should always preserve and pass it down to future generations.
They also reiterated their high determination to cultivate the Vietnam-Laos relations, contributing to the victory of the revolutionary cause in each nation, worthy of the great sacrifice of the generation of leaders and people of the two nations.
Host and guest concurred to intensify exchange visits at all levels with a focus on their effectiveness along with people-to-people exchange, especially among young people, to reinforce the two nations’ connectivity and create a solid foundation for future generations to foster the traditional relations.
The two vice presidents also consented to augment security-defence cooperation, including in fighting trans-national crimes and ensuring security and development in the countries’ shared border areas. They called for better coordination to manage the borderline, reduce irregular migration, and carry out the agreement on the settlement of irregular migrants and undocumented marriages signed by the two governments in 2013.
Phankham Viphavanh affirmed the Lao government’s readiness to create favorable conditions and the best possible support for the Vietnamese community’s lives, adding that the two sides should closely coordinate to manage Vietnamese guest workers in accordance with Lao law and regulations.
The Lao Vice President thanked the Vietnamese Government for offering conditions for the Lao-Vietnam International Port Joint Stock Company to build Vung Ang No. 1, 2 and 3 wharves, which are important gateways for the economic development of the northeast of Laos. He also glowingly spoke of the Vietnamese sides’ promotion of trade and investment partnership, transport connectivity, investment cooperation projects, and removal of business hurdles.
Appreciating the Vietnamese Government’s scholarships for Laos, he asked the two sides to improve collaboration in education-training to meet each country’s human resource demand while strengthening ties in culture, sports, communications, science and technology.
The two Vice Presidents called on both sides to closely cooperate and support each other at international and regional forums such as the United Nations, ASEAN and subregional cooperation mechanisms.
On this occasion, Vice President Dang Thi Ngoc Thinh thanked Laos and other ASEAN countries for their commitment to supporting Vietnam's candidacy for a non-permanent seat in the UN Security Council in the 2020-2021 term.
The same day, the Vietnamese Vice President paid courtesy calls to General Secretary of the Lao People’s Revolutionary Party and President Bounnhang Vorachith and Prime Minister Thongloun Sisoulith.

The Lao leaders underlined the Party and Government of Laos' recognition of importance to boosting special ties between the two countries, all-around cooperation between the two Parties and Governments.

The Lao PM held that the Lao Government always creates favorable conditions for Vietnamese businesses to invest in Laos, adding that he would have a direct dialogue with Vietnamese businesses operating in Laos before his visit to Hanoi to attend the World Economic Forum (WEF) on ASEAN, set for September.
Later in the day, Phankham Viphavanh hosted a banquet in honour of Vice President Dang Thi Ngoc Thinh and her delegation.
