Vietnam, France deepen exchanges on public policymaking
VOV.VN - A Vietnamese delegation from the Party Central Committee's Commission for Policies and Strategies, headed by Nguyen Kim Son, member of the Party Central Committee and Deputy Head of the commission, held a working session with the French Economic, Social and Environmental Council (CESE) in Paris on July 6.
The delegation was received by Shirley Billot, Vice President of the CESE Executive Bureau, together with members of the council's leadership and experts.
During the meeting, Nguyen Kim Son briefed the French side on Vietnam's renewal process, development achievements and the country's orientation toward building a socialist-oriented market economy, as well as the new demands placed on strategic research and policy advisory work in the new stage of national development.
The delegation also introduced the functions and responsibilities of the Party Central Committee's Commission for Policies and Strategies, the Party Central Committee's strategic advisory body that advises the Party Central Committee, the Politburo and the Secretariat on major policies relating to socio-economic development, growth model development, institutional improvement and national development strategies.
The delegation said it has been actively studying international experience to support policy recommendations and improve policy development, while expressing its wish to learn from the CESE's experience in social consultation mechanisms and in engaging representative organizations and the public in the public policymaking process.
The Vietnamese delegation also showed its interest in exchanging experience with the French side on the CESE's organizational structure, operating model and policy advisory role, particularly its experience in bringing together the voices of different segments of society, strengthening dialogue and contributing to public policymaking.
CESE representatives briefed the Vietnamese delegation on the council's position, organizational structure, functions and operating model. According to the council's official website, the CESE advises the French government and parliament on legislation and public policy in the economic, social and environmental fields. It also helps promote social dialogue, assess the effectiveness of public policies, coordinate with regional economic, social and environmental councils, and encourage greater public participation across all aspects of public life.
One aspect of particular interest to the Vietnamese delegation was the CESE's role as a bridge between the state and civil society despite not being a legislative body.
The council comprises representatives of social and professional organizations, trade unions, employers' organizations, associations, environmental organizations, youth groups and other sectors of society, providing a platform for dialogue among diverse interest groups to develop proposals that serve the shared interest.
According to the CESE, the council's 2026-2031 term comprises 175 members nominated by representative organizations on April 26, 2026. In May 2026, Claire Thoury was elected CESE president, becoming the first woman and the first representative from the association sector to head the institution.
The meeting took place as Vietnam continues to step up strategic research and policy advisory work in support of the formulation of major policies for national development. Exchanges with the CESE provided the Vietnamese delegation with useful reference on France's policy consultation model, particularly its experience in mobilizing expertise from across society, facilitating dialogue among different sectors of society, and incorporating the views of the public and social organizations into the policymaking process.
The visit and working session at the CESE also helped expand exchanges between Vietnam and France on public policymaking, further deepening bilateral cooperation as both nations continue to promote their strategic partnership.
As part of its working visit to France, the Vietnamese delegation also visited the Vietnamese Embassy in France, where it was briefed by Ambassador and embassy staff on Vietnam-France relations, external affairs, and the Vietnamese community in the country.
The delegation also visited Montreau Park in the city of Montreuil, where a statue of President Ho Chi Minh stands, to lay flowers and offer incense in tribute to the beloved national leader.
