Deputy FM calls for greater contributions from young overseas Vietnamese intellectuals
VOV.VN - Deputy Foreign Minister Le Thi Thu Hang has emphasized the growing role of overseas Vietnamese intellectuals and outlined policies aimed at encouraging their greater contributions to national development.

As part of the 6th Global Forum of Young Vietnamese Intellectuals, Deputy Minister of Foreign Affairs Le Thi Thu Hang met with more than 70 young Vietnamese delegates from 20 countries and territories on July 19 in Hanoi.
At the meeting, Deputy Minister Le Thi Thu Hang, on behalf of the Ministry of Foreign Affairs, welcomed the young overseas Vietnamese delegates to the Forum. She hailed the Central Committee of the Youth Union for regularly organizing the forum with practical topics that closely reflect pressing issues facing the country.
This year’s forum takes place in a special context, as Vietnam enters a new stage of development with the aspiration of becoming a high-income developed country by 2045. Science and technology, innovation, and digital transformation have become central driving forces of development. This presents both challenges and great opportunities to unlock potential and mobilize all resources, including those from overseas Vietnamese in order to realize national development goals.
Deputy Minister Le Thi Thu Hang affirmed that the Party, the State, and the Ministry of Foreign Affairs always attach great importance to the overseas Vietnamese community, including the growing contingent of young intellectuals and experts abroad. She highlighted that the Politburo has recently issued a “four-pillar policy framework” (Resolutions 57, 59, 66, and 68), including Resolution 57 on science, technology, innovation, and national digital transformation. This resolution introduces breakthrough policies to attract scientists and experts both in Vietnam and abroad, especially those from the overseas Vietnamese community.
The National Assembly has also recently passed several new laws, including the amended Law on Nationality, which relaxes regulations on reacquiring Vietnamese nationality while retaining foreign citizenship; and the Law on Science, Technology and Innovation, which grants greater autonomy to research institutions and individuals.

Party General Secretary To Lam has recently directed ministries and sectors to propose special incentive policies to attract at least 100 top-tier experts to return to Vietnam to work. These policies are creating increasingly favorable conditions for overseas Vietnamese scientists and experts to contribute to national development.
The Vietnamese diplomat stated that in the time ahead, the Ministry of Foreign Affairs will continue working with relevant ministries and agencies to establish a favorable legal and policy framework that enables overseas Vietnamese experts and intellectuals to engage with and contribute to the country. She stressed the need to build an open, equal, and attractive working environment for overseas Vietnamese, with adequate, modern infrastructure and appropriate incentives, one that does not differentiate between the public and private sectors so as to maximize their potential for research and innovation.
She also underscored the importance of developing specific assignments in strategic technology fields for overseas Vietnamese professionals, both those returning to Vietnam and those working remotely.
Hang expressed hope that young overseas Vietnamese intellectuals will continue integrating well into their host societies, acting as positive nuclei within their communities and serving as bridges in Vietnam’s relations with other countries. She also encouraged them to keep contributing their intellect and resources to national development through various channels such as teaching, sharing technical expertise, linking with research institutions and businesses abroad, or supporting human resource development, and to return to Vietnam to work, conduct research, launch startups, or take part in key national projects.
At the meeting, overseas Vietnamese intellectuals engaged in lively discussions and contributed many thoughtful, practical, and responsible opinions on mechanisms and policies related to the implementation of Resolution 57; key priorities in science and technology; approaches to attracting talent; the ongoing improvement of the legal framework; and working conditions in Vietnam.
The Global Forum of Young Vietnamese Intellectuals is an annual event organized by the Ho Chi Minh Communist Youth Union Central Committee to provide a platform for young Vietnamese intellectuals at home and abroad to share ideas and policy recommendations in support of national development. This year’s forum, themed .under the theme Young Vietnamese Intellectuals Worldwide Contributing to Vietnam’s Entry into a New Era, brings together over 200 outstanding young scientists and professionals, including 72 delegates currently studying, researching, or working in 20 countries and territories around the world.
