Historic extraordinary session decides key national issues

VOV.VN - At the ninth extraordinary session, National Assembly Chairman Tran Thanh Man has emphasized that this is a historic meeting where critical national issues will be decided.

Speaking at a group discussion on the draft revised Law on Government Organization on February 13, Chairman Tran Thanh Man underscored the importance of empowering the Government with greater decision-making authority. He stressed that practical experience should serve as a benchmark for removing bottlenecks and obstacles to unlock development resources.

He asserted that matters that are well-prepared, well-understood, and have been tested in practice should be resolved without delay. In particular, he emphasized the need to avoid rigid procedures and formalities that could slow national progress.

With this approach, he called for a thorough review of all proposed amendments to ensure alignment with the Constitution, existing laws, and those being submitted for approval at this session.

Regarding the revised Law on Local Government Organization, the top Vietnamese legislator noted that it would grant greater autonomy to local authorities under the principle of "local decision-making, local implementation, and local accountability," while the central government focuses on policy direction and the National Assembly strengthens oversight. This, he said, would enhance the initiative of local governments.

Man also highlighted a shift in legislative thinking, with the National Assembly delegating more authority to its Standing Committee, which operates with greater flexibility to resolve urgent matters. In the future, he said, the National Assembly and even the Government will no longer manage investment project lists to minimize the approval-seeking mechanism, which has been linked to negative incidents and disciplinary actions against officials.

He further stated that the revised Law on Government Organization would delegate more authority to the Government in decentralizing powers to local administrations. Meanwhile, the National Assembly would step up oversight to ensure government decrees and circulars comply with the law.

In addition, the NA endorsed allowing the Government, the Chief Justice of the Supreme People's Court, and the Prosecutor General of the Supreme People's Procuracy to issue or authorize regulations to address organizational matters under the National Assembly’s jurisdiction, subject to periodic reporting to the Standing Committee and the legislature. This marks a significant new provision in the law.

As part of the session, lawmakers are also deliberating a draft National Assembly resolution on handling issues related to the restructuring of the state apparatus. Chairman Tran Thanh Man revealed that this extraordinary session would amend four laws affecting more than 300 other laws and approximately 4,922 government decrees and circulars.

He emphasized that this major administrative reform to streamline the state apparatus, ensuring greater efficiency and effectiveness, has been well received by both citizens and Party members. The restructuring aims to create a lean but strong government by introducing supportive mechanisms, prioritizing human resources, and selecting highly qualified individuals to serve the nation and its people. This effort also aligns with preparations for upcoming Party congresses, the 14th National Party Congress, the election of the 16th National Assembly, and the 2026-2031 term of local People's Councils.

Given its far-reaching significance, the Vietnamese NA leader reiterated that the ninth extraordinary session of the National Assembly is a historic event that will shape the country’s future.
